An employee in this class provides professional consultative and technical assistance to farmers and landowners regarding a wide variety of soil and water conservation practices. Work includes making field visits, reviewing conservation plans, gathering data on existing land and water conditions, analyzing conservation problems, and developing recommended solutions. Work also includes conservation program coordination, promotion, enrollment, administrative record maintenance, and tracking; enforcing animal waste disposal regulations and possess waste management certification, and making referrals to other agency resources as appropriate. Independent professional judgment and initiative are exercised at on the spot consultations as well as after more detailed analysis and evaluation. Work requires some physical effort and is performed with hazards present in farm construction work. The employee is subject to inside and outside environmental conditions, and extremely hot and cold temperatures, noise, fumes, odors, dusts, mists, and gases. Work will involve working with the local advisory committee (LAC). Work involves extensive public contact that requires tact and courtesy. Work is performed under the supervision of the Soil and Water District Director and technical collaboration with the USDA/NRCS District Conservationist. Evaluation is through performance appraisals, inspections, inspections of work done, input from those worked with, and in conjunction with evaluations from NC Division of Soil and Water Conservation.
Duties and Responsibilities/Knowledge, Skills, Abilities
Administers the NC Agriculture Cost Share Program; advertises program; develops and submits annual Strategy Plan to District Board and State Division of Soil and Water; maintains accurate records of program funds; assists applicants with and/or writes contracts.
Contacts and meets with landowners, tenants, etc.; reviews soil and water conservation problems on their land; discusses and evaluates resources needs, gathers data on crop history, field arrangement, problem areas, and other related information regarding the farm.Evaluates and analyzes problem situations on site and in the office; develops feasible alternative solutions considering the land capabilities, desires and needs of the owner/operator and in accordance with standards and effective conservation practices.
Assists with USDA-NRCS implementation of USDA 2018 Farm Bill programs.
Contacts and follows up with owners/operators with existing contracts through the NC Agriculture Cost Share Program; pulls percentage of NC Agricultural Cost Share plans yearly and performs site reviews.
Assists USDA/NRCS conservationist with Conservation Reserve Program and Forest Development Program; reviews status of conservation plans; recommends updating changes; encourages continued use of and involvement in the agreed program. Considerable knowledge of the principles, practices, methods, and techniques of modern agriculture and forestry operations, planning and applying soil, water and related conservation and development.
Desirable Education and Experience
Bachelor’s degree in agriculture, soil conservation, forestry or related field and considerable soil and water conservation experience; or equivalent combination of education and experience including a minimum of 30 semester hours of course work in any of the above fields.
Special Requirements
Must possess a valid North Carolina driver’s license upon hire.
Must complete the UNC School of Government Supervisory training, Computer Software to Transfer information with the Division of Soil and Water training, Computer Software to Transfer information with Natural Resources Conservation Service and Defensive Driving training when offered by county.
Must complete Nutrient Management, Basic Conservation Planning, Cultural Resource, Job Approval of Non-Engineering Practices and Job Approval of Engineering Practices training within two years of employment.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, sitting, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pound of force constantly to move objects.
Must possess the visual acuity to operate a computer terminal, to use measuring devices, to work with figures, to determine neatness, accuracy and thoroughness of completed work, and to operate surveying and measuring equipment and soil probe.
The worker is subject to inside and outside environmental conditions.
Must operate motor vehicles and equipment.
