Job Overview:
* Provide high level knowledge and experience in procurement practices and principles such as: soliciting, evaluating, negotiating and preparing contracts for award; administering contracts; and analyzing and evaluating cost and price proposals
* Provide comprehensive knowledge of concepts, processes, practices and procedures on technical assignments
* Highly skilled in using the systems that support procurement services
* This is a professional-level position that requires expertise in specialized contract procurement work and related financial and procurement computer systems applications. This position requires a high-level of independent judgment, analytical skill, and decision-making.
* Clear, concise, oral and written communication skills. Ability to read and understand technical data and manuals.
* Demonstrate ability to utilize database network software, financial and procurement software applications, and web development software.
* Ability to establish and maintain positive and effective working relationships with a diverse clientele, including Department management, supervisors, other employees, professional peers, and the general public.
Work Environment
* This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Responsibilities and Duties:
* Performs tasks which require knowledge and experience in procurement procedures and rules such as: creating and maintaining procurement files, generating procurement documents, utilizing procurement systems, data entry and reporting.
* Remains current on new processes and systems to ensure best procurement practices and strategies
* This position requires a level of independent judgment, analytical skill, and decision-making
* Clear, concise, oral and written communication skills.
* Ability to read and understand technical data and manuals
* Ability to establish and maintain positive and effective working relationships with a diverse clientele, including Department management, supervisors, other employees, professional peers, and the general public
* Understand policies, procedures and regulations relevant to procurement
* Create task in ServiceNow
* Prepare/bookmark an award package
* Work independently processing awards/supplements
* Post award activities (including, but not limited to) finalization of FPDS, distribution of award documents and inputting the award file in the official repository.
Knowledge, Skills and Abilities Required:
* Solid communication, problem solving and research abilities are necessary
* Strong knowledge of office software skills including MS Word, Excel and PowerPoint and prior experience with SAP a plus
* Experience with or knowledge of Government Grants or Cooperate Agreements is especially useful

Qualifications/ Experience:
* 4 years of experience in professional procurement, purchasing or contracts, preferably in a Government agency. This should include the drafting of complex contracts, including provisions, and solicitation documents. Possession of a directly related post-graduate degree may be substituted for one of the two years of required experience.
* A high school diploma and work experience that is directly related to the area of employment. A bachelor’s degree maybe substituted for required work experience. Must be able to communicate effectively with all levels of staff both verbally and in writing. He/she must have good computer skills and the ability to learn and implement new programs as assigned.
