Job Description
Primary Purpose:
Assists the Superintendent in overseeing the operation of the entire division with primary responsibility for division officers. Which includes safety, efficient train operations and cost control.
Principal Duties:
• Assumes assigned responsibilities in the absence of the Superintendent and responds to inquires or requests from senior management in the absence of the Superintendent.
• Assists the Superintendent in ensuring that proper instructions are issued on the division for safe operations, including division timetables, special instructions, and Operations Bulletins.
• Ensures compliance with NS Operating Rules through training, labor agreements, Federal regulations and rules checks made by division officers. Organizes and schedules monthly Saturation Rule Check teams to ensure each territory of the division is inspected for operating rules compliance.
• Investigates and reports accidents, injuries, service failures, and train delays and takes corrective action where necessary. Ensures the division operates within the prescribed budget and addresses any overruns.
• Assists the Superintendent in determining workforce requirements and coordinates and supervises training of Conductor Trainees to ensure complete and thorough training prior to being released for service.
• Supervises development and administration of safety and rules classes.
• Supervises the implementation of NS six-point action plan for safety of operations and reviews safety audits of division officers for quality and content.
