Opportunity Council Hiring for HR Benefits and Wellness Coordinator at Bellingham, WA Full Time

The Human Resources Health and Wellness Coordinator oversees and manages Opportunity Council benefits plans and wellness programs; administers leave programs, including FMLA and Washington State PFML; handles worker’s compensation; and collaborates with the Human Resources Director to manage resources and department-specific needs and requests during public health emergencies. The HR HW Coordinator is the systems administrator for all HR health and wellness IT systems and platforms, including the employee benefits portal, and is responsible for the data integrity, safeguarding, and recordkeeping of employee benefits information.

The HR HW Coordinator will prioritize expanding wellness offerings, initiatives, and programs. The agency’s renewed emphasis on mental health wellness and employee resiliency will necessitate an innovative and creative approach, as the agency has a variety of workplace settings across five counties. The HR HW Coordinator works closely with the HR Talent Manager to provide up-to-date agency-wide HIPAA training and information and ensure that employees have access to health and wellness information through on-demand learning and communications campaigns.

This position can work from the Bellingham or Oak Harbor office.

Essential Duties and Responsibilities of the Position

• Administer Opportunity Council’s employee benefits plans, wellness programs, and related initiatives. Coordinate monthly benefits processing and data transfer, including new hire benefits enrollment, benefits changes, and claims. Manage and oversee annual Open Enrollment through the employee benefits portal. Serve as primary contact for plan vendors and third-party administrators. Ensure agency compliance with applicable government regulations. Provide customer service support to internal and external customers. Develop and design communications and communication materials and tools to enhance understanding of agency’s benefits. Analyze current benefits and provide recommendations to agency management on benefits programs and new programs. Oversee wellness programs and initiatives. Design, develop, and oversee health and wellness initiatives. Participate on agency benefits committees.
• Administer Opportunity Council’s leave program, including extended leave. Provide 1:1 consultation to employees and supervisors, evaluate employee requests for leave eligibility, track all employee leave requests and paperwork, send and receive paperwork from employee in compliance with required state and federal laws and Opportunity Council policies, review all paperwork for accuracy and compliance, answer questions from employees and supervisors, communicate with supervisors as needed, manage timesheets as needed. Provide data and reporting as required.
• Manage agency worker’s compensation program, including liaising with third party administrator, coordinating KOS and Stay-at-Work programs, maintaining incident records, and annual OSHA reporting.
• Collaborate with the Human Resources Director during public health emergencies to manage resources and department-specific needs and requests
• Responsible for the administration of Drug Free Workplace policies and practices. Coordinate Commercial Drivers License drug testing process for employees.
• Provide up-to-date agency-wide HIPAA training and information to the agency.
• Collaborate with the HR Talent Manager to provide health and wellness information to employees through on-demand learning and communications campaigns.
• Manage relevant HR data to ensure data integrity, security, and reliability, including compliance with federal and state laws and regulations and organization’s policies and procedures. Provide data review and analytics, compliance reporting, and data reports as needed.
• Review agency-wide health and safety policies and procedures. Assist HR Director in revising, or drafting new, policies and procedures.
• Maintain health and wellness and safety webpages on the internal Opportunity Council website.

Other Duties and Responsibilities

• Participate in HR work groups and project teams focused on the strategic relationship of HR within the organization. Participate in HR initiatives and on other HR cross-functional teams as needed.
• Assist HR team with HR functional area support.
• Backup other HR team members using cross-functional support.
• Participate on agency committees.
• Special projects, as needed.
• Other related duties as assigned.

Experience and Skills Required

• Experience in administering benefits plans and wellness programs OR similar experience in a health care setting OR other experience relevant to the essential function of this position.
• (Preferred) SHRM-CP or PHR certification or eligibility to be certified.
• Experience with complex personnel information systems or equivalent experience.
• Experience with data management and reporting. Ability to maintain a high level of data accuracy, integrity, reliability, and confidentiality. Ability to compile, analyze, and interpret data and make recommendations to management.
• Experience in compliance reporting or similar experience, preferably federal and state report-based requirements.
• Excellent customer service with a fundamental trust in others, who acts as credible and trustworthy source for employees to voice concerns.

Requirements after Hiring

• Must have a WA State driver’s license or be able to obtain one within 30 days of hire
• Must submit a driver’s abstract for the previous 5 years, including an out-of-state abstract if driver’s license was out-of-state for any of the previous 5 years
• Driving agency vehicles is required for this position. Must have driving record that allows for coverage under Opportunity Council’s policy at time of hire
• Must submit to a criminal background check.
• Must be fully vaccinated for COVID-19 with a two-dose, WHO-approved COVID-19 vaccination on first day of work

Remote Work: This position can work from our Oak Harbor or Bellingham office, and also may work a hybrid schedule in accordance with department policy.

Essential Employee: Remote Essential: This position is an essential employee who ensures the continuity of critical functions and business operations at Opportunity Council and will be expected to work remotely even if Opportunity Council is otherwise closed for services and operations due to weather, public health emergency, or similar event

Working Conditions: Work is generally performed in a fast–paced office environment with frequent interruptions and often crisis situations.
