POSITION SUMMARY. This position provides administrative and Human Resources support to the PHL Headquarters office and management team. It reports to the PHL Manager of Administration & Human Resources.
QUALIFICATIONS
EDUCATION/CERTIFICATION: Associates Degree Required, preferably in business, personnel management, or human resource management. Bachelor’s degree preferred.
REQUIRED KNOWLEDGE: Effective knowledge in human resource requirements in California, including managing CFRA leaves of absence.Expert capabilities in Microsoft Office (PowerPoint, Excel, etc.).
REQUIRED EXPERIENCE: Two to five years payroll management experience.One to two years in human resources management in California; prefer additional experience in office management, accounting, project management and/or administration. Prefer prior HR experience working with a unionized work force. Prefer prior human resources management and/or accounting administration experience in the transportation industry.
REQUIRED SKILLS/ABILITIES: Effective verbal and written communication abilities. Effective project management skills. Well-developed organization skills. Expert level computer skills. Ability to work independently and within a team. Strong ability to interact positively with the PHL union workforce and management.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
General Administrative Responsibilities. Provides administrative support to the PHL office, management staff and various PHL departments as assigned.
General Human Resource Responsibilities. Assists in managing the employee benefits functions for union and non-union employees. Assists in managing the PHL new hire onboarding and orientation processes. Assists in the management of personnel files, I-9 review process, Change of Status forms and other HR documents.
Payroll. Manages the PHL payroll process in coordination with the PHL Manager of Administration and ARH Payroll department. Assists other managers and corporate department in managing and troubleshooting problems with the timekeeping system, associated reports, and related time clocks. Manages the review and verification of data entered into the time keeping system related to timesheets, schedules and pay, ensuring compliance with governing union contracts, IRS mileage reimbursement regulations, etc.
Customer Billing Responsibilities. Assists in managing and processing all PHL invoices. Manages customer billing process, properly coding them to facilitate efficient processing by Chicago Accounting.
Operations Support Administrative Responsibilities. Assists in managing all PHL invoices and employee reimbursement requests and expense reports. Assists in managing the PHL administrative expenses, reviewing invoices associated with utilities, uniforms, janitorial services, facilities maintenance and services, office machines, etc., properly coding them to facilitate efficient processing by Chicago Accounting.
PHL Medical and Leave of Absence Processes. Serves as the backup PHL point of contact with ARH Medical Services and Chief Medical Officer (CMO) regarding pre-employment, injury and return to work medical matters. Assists in managing the PHL FMLA and ADA Leave of Absence processes, gathering all required documentation.
