Primary Purpose

Responsible for developing and implementing diversity, equity, and inclusion strategies to create an inclusive climate, build cultural competence, and ensure equity in workforce and patient experiences. The director aligns objectives and strategies with the mission, vision, values, and goals of the health system and ensures that initiatives enhance the health system’s presence and service in the community. The Director works collaboratively with health system leaders and staff providing leadership, guidance, and support in attracting and retaining a diverse mix of talented leaders and staff, as well as facilitates culturally competent interactions with patients and the surrounding communities.

Minimum Specifications

Education

• Bachelor’s degree in Human Resources, Business or another related field required.
• Master’s degree in Human Resources, Business, or another related field required.

Experience

• Minimum of seven (7) years of related experience in Human Resources, including five (5) years in Diversity, Equity, and Inclusion leadership
• Minimum (5) years of management experience preferred.
• Experience in working in organizations with diverse populations and cultures
• Data analysis and assessment; proficient use of Microsoft programs such as Excel, PowerPoint, Word, etc.

Certification/Registration/Licensure

• Must have (or achieve within 24 months from start date) certification as a Diversity Professional.

Skills or Special Abilities

• Must have the ability to facilitate team interventions to address inclusion and diversity matters.
• Must have knowledge of local, state, and federal policies governing Minority Women Business Enterprise (MWBE) related programs.
• Must have knowledge of purchasing processes and procedures.
• Must be able to consistently model inclusive behaviors.
• Must have strong interpersonal and collaborative skills with a customer focus: Must be able to foster and maintain sound working relationships with internal clients, and peers.
• Must have the ability to communicate well and build credibility at all levels of the organization and community
• Must have a strong team orientation, achieving results by working with multiple and diverse stakeholders.

Responsibilities

1. Promotes an environment of inclusivity through the identification and implementation of culturally inclusive practices and innovations in alignment with diversity, equity, and inclusion strategies.
2. Provides overall coordination and direction of programs and initiatives related to diversity, equity, inclusion, and cultural competence education as aligned with Parkland’s strategic priorities and the Enhanced National Culturally and Linguistically Appropriate Services (CLAS) in Health and Healthcare.
3. Creates and implements a comprehensive, outcomes-based Diversity, Equity, and Inclusion (DEI) Strategic Plan that is aligned with national/regional best-in-class priorities/initiatives. The strategy will incorporate data-driven assessments of DEI performance and defines a plan for the continual provision, monitoring and improvement to impact equitable health outcomes for diverse patient populations.
4. Exhibits knowledge and expertise in the frameworks of public health service delivery, coupled with professional practice working to reduce racial and ethnic disparities in health, as well as familiarity with the socio-cultural issues facing Dallas County.
5. Serves as the internal expert on national and regional trends and developments regarding DEI services and builds relationships with hospital-based clinicians, including nurses and physicians, to partner in the implementation of the DEI Strategy.
6. Develops, coordinates, and evaluates programs to recruit and retain diverse employees. Initiates programs, training sessions, and discussions to foster institutional awareness of and commitment to staff diversity, equity, and inclusion goals, including workforce and health equity, as well as equal opportunity for employment and promotion for all qualified candidates.
7. Provides strategic, integrated program direction and consultation to executive leadership and mismanagement on issues regarding diversity, equity, and inclusion and the National CLAS Standards in Health and Healthcare.
8. Serves as active member of: OTM Procedure Committee, Benefits Appeals Committee, Patient’s Rights and Responsibility Committee, The Administrative Committee on Employee Trust Funds, OTM Engagement Committee, Institutional Ethics Committee, and Community Health Institute, and others to enhance organizational culture, employee engagement, and equitable patient outcomes.
9. Stays current on emerging issues and trends in DEI work and recommend interventions. Works closely with population health teams to create outreach, community activities, and innovative programming to engage patients in Parkland’s services.
10. Disaggregates demographic data of providers to identify cultural diversity and resource gaps, conducting a needs analysis for non-traditional providers (traditional healers, religious and spiritual resources, natural support systems, etc.).
11. Partners with local community, regional, and statewide organizations, and stakeholders to identify opportunities to collaborate to improve delivery of DEI programs, services, and initiatives.
12. Advises, attends, and participates in the hospital-based Diversity Council and Employee Resource Group (ERG) meetings. Ensures each has developed and executes on annual goals, strategies, and action plans. Develop succession planning for group leadership.
13. Assists in the delivery, evaluation, and improvement of audience-tailored orientation and training programs for staff.

Job Accountabilities

1. Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
2. Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
3. Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
4. Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
5. Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
6. Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
