Assists in the design and development of planning projects through the analysis and application of social, economic and physical data and reports; and performs other related duties as required.

Current vacancy: There is one vacancy with the Department of Community Services, Office of Special Projects, Grants Management Branch, located in Honolulu. The position plans, develops, organizes, manages, and monitors activities relating to (a) the implementation of City grants, and (b) obtaining Federal, State and private grants; assists with research, summarizes findings, provides reports and presentations, investigates/follows up on matters related to inquiries or complaints, and produces needed correspondence, as needed, related to special assignments; and performs other related duties as required. Depending on the nature and scope of assignments, the position may be required to work evenings and weekends to meet deadlines and complete assignments.

Minimum Qualification Requirements

At the time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor’s degree in public or business administration, economics or related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

EXPERIENCE REQUIREMENT:
Three years of professional experience involving one or a combination of the following:

Locating, monitoring, evaluating, obtaining, and/or administering federal, state or private grants;
Preparing proposals or formal requests for proposals for contractual services which involved the application of professional judgment and analysis in determining contract terms and conditions and/or developing proposals to meet such requirements;
Evaluating, developing, negotiating, or revising the content of proposals and/or contracts;
Monitoring and evaluating the performance of contracted parties to ensure compliance with the terms and conditions stipulated in the contracts;
Establishing and maintaining professional relationships with key personnel of contracted parties which included providing assistance and responding to inquiries regarding technical, operative and legal aspects of contract terms and conditions.

QUALITY OF EXPERIENCE:
Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
