JOB SUMMARY:
Directs the activities of the Human Resource Department. Responsible for researching, developing, recommending, implementing, and reviewing policies and programs to support company objectives, for a combination of human resources functions, such as: staffing, training, management development, employee relations, affirmative action, benefits administration, compensation and termination. Provides advice and guidance on the interpretation of personnel policies as they relate to individuals and to company objectives.
Essential Functions:
1. Lead the Human Resources department, providing direction, coaching and counseling, assessing and meeting training needs, advocating for the team and removing obstacles to successful work performance.
2. Oversee, support and back up department personnel assigned to perform the functions of recruiting, training & onboarding, payroll and benefits.
a. Ensure effective and comprehensive organization-wide training for orientation, onboarding, job skills, supervisory duties, and leadership development.
b. Oversee benefits programs ensuring benefit plans and changes are well-communicated, administered, implemented, maintained, and researched. Ensure semi-annual audit of all plans and invoices.
c. Specifically responsible for executive benefits, the Supplemental Executive Retention Plan (SERP), Bank Owned Life Insurance (BOLI) and the Employee Stock Ownership plan.
d. Provide oversight, review and back up for the payroll function and ensure appropriate internal & external audit processes.
e. Oversee recruitment efforts to ensure that the organization is effectively and efficiently sourcing and selecting the right candidates in compliance with EEOC, ADA, and in alignment with company culture and values.
3. Partner with all levels of leadership team to:
a. Formulate, develop, implement and evaluate an HR and Talent Management Strategy, engage leadership in succession planning, and ensure effective staffing in alignment with business needs to achieve the organization’s vision, mission and goals, and to create value to its stakeholders.
b. Create systems to attract talent, identify critical talent needs, develop core competencies and corresponding development opportunities.
c. Identify ways to increase staff retention and productivity, including strategies to enhance employee engagement, leadership and staff development, regular feedback and coaching, career pathing, resulting in a coherent organizational culture that preserves and promotes the Platte Valley Company family values as an employer of choice.
d. Ensure clear communication, understanding and adherence to Policies & Procedures as outlined in Associate Handbook. Assist associates, managers and supervisors in interpreting and applying policies & procedures. Regularly reviews and updates as appropriate.
4. Build positive relationships with associates both virtually and by occasional travel to branch sites. Responsible for employee relations activities including coaching, complaint resolution, mediation, and investigations.
5. Train and support supervisors to compose counseling and disciplinary documentation for breach of policy or procedure, including verbal or written warnings, suspension, demotion, or termination. Ensure supervisors are equipped to engage in constructive and ongoing feedback, coaching, and helping associates to identify and address performance gaps.
6. Responsible for oversight, review, timely completion, and improvement of the performance appraisal system and process. Assist managers and supervisors in placement, appraisal, transfer, promotion, & retirement of employees.
7. Maintain an effective compensation plan, research and recommend merit increases. Conduct market compensation studies at regular intervals and partner with executive leadership to make appropriate adjustments.
8. Ensure that uniform standards of working hours, overtime, vacations, leaves of absence, illness, severance pay, holidays, and related policy areas are maintained.
9. Ensure timely completion of payroll reports and related government reporting requirements including AAP, 5500, salary surveys. EEO-1 reports, vets reports, etc.
10. Chair monthly HR Committee Meetings.
11. Maintain current knowledge and application of all relevant laws and regulations at the local, state and national level relating to employment, ensure organizational compliance, and collaborate with legal counsel as necessary. This includes educating and advising managers and senior leaders on HR-related legal and regulatory matters and ensuring HR programs, practices and policies are aligned. Ensure that employee files and records are properly and securely maintained.
12. Perform other duties and special projects as assigned.
13. Maintain regular and predictable attendance to meet the requirements of the position.
Minimum Qualifications:
1. Bachelor’s degree in HR, business or related field, or a robust combination of education and experience.
2. Five years’ experience in Human Resources and supervision.
3. Demonstrated ability to maintain the confidentiality of sensitive information.
4. Demonstrated knowledge of COBRA, ERISA, 401-(k) and other retirement plans, HIPAA, FMLA, and ADA.
5. Ability to identify issues and opportunities for improvement, perform root cause analysis and problem-solve in support HR and the organization.
6. Demonstrated ability to understand and explain complex benefit issues with tact and diplomacy.
7. Demonstrated human relations / interpersonal skills and ability to work with a diverse set of departments, groups and individuals.
8. Demonstrated analytical and detail-oriented work experience with benefit usage, plan design and problem solving.
9. Professional level written, spoken and presentation skills with English language proficiency.
10. Proficient in Microsoft Office suite of programs.
11. Ability to operate standard office equipment (personal computer, scanner, fax, copier, telephone)
12. Ability to travel 10% of the standard work year.
