An employee in this class will provide repair, maintenance, and ensure equipment operation for the County Maintenance Department. Work may include repairing and maintaining buildings, preventative maintenance, performing maintenance and minor repairs on equipment and parts; operating assigned equipment, maintaining cleanliness of work area, tools, and equipment; and following safety policies and procedures. Develops and coordinates the implementation and administration of a schedule of planned, preventive, and predictive maintenance for equipment, machinery, tools, or buildings. Reviews manufacturer’s service manuals, and records of maintenance problems to determine optimum frequency of preventive maintenance (PM). Studies production and operation schedules and confers with other staff and other maintenance supervisors to determine when planned maintenance will least interfere with the operation of the county departments. Performs a variety of building and grounds renovation, repair and maintenance work and may work independently or on a team and perform semi-skilled to skilled mechanical, electrical, plumbing, carpentry, painting, landscaping and other building and facilities maintenance duties. The work is performed under general supervision of the Facilities Maintenance Superintendent and is evaluated through observation of work in progress and inspection to determine the thoroughness in carrying out assigned duties.
Completes inspections to ensure safe operating conditions; performs routine repairs and/or replacement of parts; cleans and performs preventative maintenance; and monitors need for replacement or advanced repairs.
Reviews operational issues and/or parts requirements; performs troubleshooting of equipment issues which may include HVAC, electrical and/or plumbing.
Complete Performance Checks various county equipment and facilities as needed and complete required equipment preventative maintenance, emergency repairs, installations and removals.
Carryout regular preventive maintenance on equipment/fixtures/tools to mitigate major damage.
Schedules and keeps records of preventative maintenance and minor repairs on all county vehicles including vehicles and heavy equipment. and transportation equipment.
Work with peers and management to develop, implement and refine Preventative Maintenance actions for the County.
Provide technical recommendations (advice and/or reports) for any equipment issues.
Oversees (as needed) and participates in the repair and maintenance of plumbing, electrical, and HVAC related elements of county buildings and with elements of general building repair and maintenance.
Conducts facilities walkthroughs and prepares work orders for distribution by the Superintendent.
Coordinates biannual and annual inspections on boilers, elevators, septic tanks, wells, aerial and security lights, emergency lights and exit lights, fire extinguishers, fire panel, sprinkler systems, and other related equipment.
Update county facility information in the work order system.
Organizes key inventory and records.

Knowledges, Skills, and Abilities
Considerable knowledge of the standard methods, materials, and equipment utilized in the proper maintenance of buildings, grounds, and County facilities.
Working knowledge of the maintenance of grounds and horticultural practices and methods and techniques applied in building trades work.
Working knowledge of hand tools, operation of gas and electrical powered equipment, and materials used in maintenance.
Working knowledge of the occupational hazards in construction/facilities maintenance and appropriate safety programs.
Working knowledge of the application of information technology to the work organization.
Skill in reading and interpreting blueprints and specifications.
Ability to prepare and maintain business records and reports according to business standards.
Ability to establish and maintain effective working relationships with supervisors, managers, contractors, employees, and the general public.
Ability to operate a variety of tools and equipment including forklifts, and other large construction/repair equipment.
Ability to detect by inspection, broken or worn parts.
Ability to understand and follow oral and written instructions and to give clear oral instructions of mechanical problems and repair needs.
High School graduation with experience in construction, renovation, repair, and facilities maintenance work involving skilled trades workers in building, renovations, and grounds maintenance; or a combination of education and experience.
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing and repetitive motions.
Must be able to perform medium work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 10 pounds constantly to move objects.
Must possess the visual acuity to operate equipment and vehicles in a safe manner.
Possession of a valid North Carolina driver’s license.
