Position Overview
This position is located in the Circuit Executive’s Office, U.S. Court of Appeals for the Third Circuit in Philadelphia, PA. The incumbent procures supplies, equipment, miscellaneous furnishings and repairs for the Court of Appeals and reports directly to the Assistant Circuit Executive for Budget. The Circuit Executive’s Office supports the U.S. Third Circuit Court of Appeals, district courts, and bankruptcy courts within the Third Circuit, which includes Pennsylvania, New Jersey, Delaware and the U.S. Virgin Islands.
Duties and Responsibilities
• Work closely with judges’ chambers and court units to procure supplies, equipment, services, and
furnishings from government and nongovernment sources through new contracts, competitive bids or existing government contracts. Plan and coordinate time and delivery of purchases.
• Assess requests for goods and services by ensuring that they are allowable under limitations, restrictions, and policies, as well as determining availability of funds.
• Identify and maintain lists of vendors and sources of supply for goods and services. Review, evaluate, verify, and process invoices and prepare payment requests. Maintain an inventory of expendable property and conduct inventory reconciliations. Prepare spreadsheets and maintain databases to track inventory and expenditures.
• Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production, and distribution capabilities as well as their reputation and history. Prepare specifications, solicitations, and requests for qualifications/proposals; research products and equipment; prepare product/equipment specifications.
• Negotiate with vendors for the best price over contracted services and purchases. Coordinate with selected vendors on supply and delivery of purchased items. Evaluate and monitor contract performance to ensure compliance with contracted obligations.
• Provide expenditure information regularly to supervisor for budget control purposes.
• Serve as the Court’s primary Level 1 Contracting Officer (purchase card holder); complete the requirements for Contracting Officer certification upon hire.
• Maintain procurement files in compliance with the Guide to Judiciary Policy and the Court’s internal controls procedures; assist with preparations for audits.
• Provide excellent customer service; promptly address procurement requests; work with court staff to meet procurement needs while complying with all regulations, rules, and procedures.
• Demonstrate sound ethics and good judgment; handle confidential and sensitive procurement information appropriately.
Qualification Requirements
At least two years of specialized experience or completion of the requirements for a bachelor’s degree from an accredited college or university plus one of the specified superior academic achievements are required. Specialized experience consists of progressively responsible clerical, administrative, or other work that indicates possession of, or the ability to acquire, the particular knowledge and skills needed to perform the duties of the position. Proficiency with automation including word processing, spreadsheet, and database applications, as well as financial and accounting systems, databases and systems used for tracking inventory, preparing purchase orders, and other systems related to procurement activities is required. Time management skills, ability to manage multiple tasks simultaneously while also meeting deadlines is also required. Accuracy and attention to detail are exceptionally important. Excellent interpersonal and communication skills (oral and written), successful experience working as part of a team, excellent organizational capabilities, and the ability to work independently are highly desirable. Required to regularly lift boxes, deliver and store supplies, and move large shredding bins.

Conditions of Employment
Must be a United States citizen or must meet the requirements established by current appropriations law. Positions with the U.S. Courts are excepted service appointments. Excepted service appointments are “at will” and can be terminated with or without cause. Employees will be hired provisionally pending the results of a background check. Direct deposit of pay is required.
