About the Position
The Program Specialist (Potential Quality Issues) will be responsible for coordinating activities associated with Potential Quality Issues (PQIs), including activities within CalOptima Health and our respective health networks. The purpose of the PQI is to identify providers with quality of care issues per requirement of the National Committee for Quality Assurance (NCQA) and regulatory bodies, including the Department of Health Care Services (DHCS) and Center for Medicare and Medicaid Services (CMS). The incumbent will work with Quality Improvement (QI), Provider Relations (PR), Health Network Relations (HNR) departments, medical directors, physician offices/hospitals and all contracted health networks to ensure that processes meet these regulatory and accreditation requirements.
Duties & Responsibilities:
• Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
• Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
• Prioritizes the work based on the type of PQI being investigated.
• Receives and processes requests for PQIs, opens the case in the electronic system and assigns the case to a QI Nurse Specialist to begin the investigation. Ensures the case is opened following policy, identifies and redirects issues needing management’s attention.
• Provides guidance to internal staff and external customers regarding the PQI process.
• Prepares and reports weekly productivity data and biannual trend reports for the committee.
• Acts as administrator for the PQI electronic system to ensure quality control and that reports are updated as fields are modified in the electronic system.
• Prepares and validates files for DHCS and CMS audits, including mock audits, as needed.
• Prepares and distributes quarterly health network reports related to PQI and provides documents to the health networks as requested and on an as needed basis.
• Acts as CalOptima Health’s liaison between QI and the health networks, provider offices, hospitals and other providers.
• Tracks Corrective Action Plans (CAPs) until they are submitted and closed.
• Participates in creating desktop procedures related to PQI processes.
• Collaborates and participates in projects with cross-functional areas to improve provider data and streamline processes as needed.
• Performs the initial training of all new PQI staff and reviews the electronic system, policies and desktop procedures with trainees.
• Completes other projects and duties as assigned.
Experience & Education:
• High School diploma or equivalent required.
• 3 years of experience in managed care at a health plan or medical group required.
• 3 years of experience in an administrative support position required.
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.
Preferred Qualifications:
Bachelor’s degree.

• Physical demands: While performing duties of job, employee may be required to move about the organization. Employee must be able to sit for extended periods of time, as well as work at the computer for long periods. Employee is required to use hands and fingers, especially for typing on the computer and using the mouse. Must also be able to reach with hands and arms and must occasionally lift heavy office supply boxes. Employee must be able communicate, particularly for regular phone use, in meetings, face-to-face interaction and while presenting.
• Work Environment: Typical office environment with minimal to moderate noise levels and controlled office temperatures.
