Position Summary
Under direction from the Deputy Director Human Resources, this position provides human resources support to the organization. Primary responsibilities include: EEO compliance, affirmative action plan development and monitoring, employee engagement, and employee relations.
This position is currently remote, with the expectation of a hybrid work arrangement in the future. Candidates in the San Francisco Bay Area are preferred.
Pay: $77,939 to $96,566. The typical hiring range for this position is $77,939 to $96,566. The starting pay is determined based on the candidate’s knowledge, skills and experience.
Essential Duties & Responsibilities
Lead for PHI Affirmative Action Efforts. Maintains, updates, and monitors adherence for the annual Affirmative Action Plans. Ensure all required compliance reports are completed timely, and that all records are maintained in accordance with regulations and PHI’s record retention guidelines.
Primary support for OFCCP/EEOC audits, responding to the agencies and overseeing the compilation of data. Coordinates, prepares and files relevant EEOC compliance documentation.
In partnership with cross-functional teams, conduct internal audits to investigate, and identify, areas of concerns relating to AAP and EEO compliance, and recommend corrective actions. Conduct regular self-audits to ensure compliance with government regulations, and prepare responses to government audits.
Manages communication with the EEOC, OFCCP, Labor Commission or other agencies regarding discrimination charges and inquiries. Serves as primary PHI contact with the agencies, compiles data and information to respond to claims/charges, consulting with PHI legal counsel as appropriate.
Responsible for monitoring the compliance of certain HR processes, specifically relating to personnel records, termination process, I-9 verification process, and state and federal posting requirements. Reviews and establishes HR practices that are compliant, efficient, follow best practices, and are customer focused.
Develop and deliver compliance training to Recruitment, Managers and Executive Leadership to drive effective compliance with government regulations relating to recruitment, selection, and onboarding.
Collaborates on the revision of and implementation of HR policies included in the Employee Handbook. Works in conjunction with HR team to assure consistency in administration of HR policies and procedures respective to their functional areas.
Leads the organization’s employee engagement efforts. Conducts and analyzes periodic engagement surveys including implementing organizational changes resulting from the feedback; Leads the content and coordination for organizational-wide staff meetings; Works in coordination with the social committee and Racial Equity Diversity Inclusion committee to plan periodic organization-wide events.
Partners with the recruitment team to design an engaging and compliant employee orientation program and onboarding processes.
Provides guidance and approval to managers regarding layoffs and other terminations, and conducts disparate impact analyses as needed.
Provides guidance to managers regarding performance management. Assists managers with writing warning letters and performance improvement plans.
Participates in resolution of employee relations issues, including counseling employees and managers, problem resolution, conflict management, and conducting thorough and objective investigations. Provides guidance to managers and supervisors regarding employee relations topics.
Identifies opportunities to improve HR procedures and implements work flow and automation as needed.
Participates in other special HR projects and other assignments as needed.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Minimum Qualifications
Minimum five years of experience in professional human resources positions, which should include experience with EEOC compliance and affirmative action plans.
Bachelor’s degree or additional four years of related experience required.
Desired Qualifications
Experience conducting internal HR investigations and interacting with EEOC, OFCCP, Labor Commission or other agencies regarding discrimination charges and inquiries.
Experience in a wide variety of generalist functions, which should include several of the following areas: performance management, compensation, learning and development, consulting with managers on HR issues, employee relations, writing HR policies, employee engagement, leaves of absence management.
Excellent knowledge of employment laws, especially in California, and ability to interpret and apply laws, regulations, policy.
Excellent knowledge of Affirmative Action and EEO regulations, and OFCCP/EEOC compliance.
Experience designing employee engagement programs.
Excellent oral and written communication skills.
Good consulting skills to consult with managers regarding HR issues.
Good counseling skills to handle employee relations issues and ability to empathize with individuals at all levels.
Good interpersonal skills, including conflict management.
Ability to lead HR projects with minimal supervision.
Good Microsoft Office skills – Word, Excel, PowerPoint.
Knowledge of OFCCP compliance is helpful.
Human Resources or training certification preferred (PHR, SPHR, SHRM-CP/SCP)
