JOB DESCRIPTION SUMMARY:
Dual Reporting responsibility to the President & CEO & VP of Finance and Accounting the Human Resource Director (HR Director) is responsible for overseeing the employee life cycle including activities associated with recruiting, hiring, onboarding, training, and terminating employees as well as managing all aspects of the payroll process for Reliant Holdings Ltd and subsidiaries’ employees. In this role the HR Director will collaborate with the President and CEO, and members of the Reliant executive strategic team to plan, lead, develop, direct and coordinate company policies and activities, while ensuring legal compliance.
JOB DUTIES:
Essential Functions:
· Plans, organizes, and directs the work of the Human Resource and Payroll departments.
· Responsible for maintaining company wage and salary administration plans and benefit programs
· Provides recommendations and oversees the implementation of new programs developed to improve and streamline the human resource and payroll departments
· Responsible for understanding the organizations recruiting needs. Includes consulting with hiring managers to forecast current and future talent needs, performing market analysis, consulting with other stakeholders, manage budgets, and select appropriate advertising methodologies. In addition, coordinate hiring efforts, screen candidates, arrange interviews, and participate in interviews and hiring decisions as requested by the hiring managers.
· Track recruiting metrics, such as time to hire and cost per hire
· Ensure job descriptions are up to date and compliant with all local, state, and federal regulations.
· Ensure all company hiring policies are followed, including working with the Safety department to ensure background checks and drug screens are completed.
· Develop and maintain new hire onboarding processes, this includes ensuring the new hire is met upon arrival and ensuring all paperwork involved with the hiring process is filled out, filed, and managed successfully.
· Responsible for working with managers to ensure from the first day on the job the new hire is provided the proper safety and on-the-job training to successfully begin the role in which they were hired.
· Maintain the company’s performance management programs to help ensure employees understand their job responsibilities and how to achieve success, includes periodic review and recommendation for change
· Responsible for developing and maintaining ongoing support programs for employees, such as developing specific career paths and determining the tie to the company’s performance management programs; working with managers and other outside experts to develop the appropriate mix of in-house and external continuing education and on the job training requirements to create the best real-time and future career opportunities for employees; end goal to help employees achieve a long term future with the company
· Create targeted developmental guidance for managers, including but not limited to required periodic formal management trainings and retreats and providing coaching and resources to help managers resolve and prevent interpersonal and team conflicts
· Work with executive leadership team to develop and maintain a corporate wide succession planning strategy
· Maintain the company’s compensation strategy by working with executive leadership, conducting market research and consulting with outside experts to maintain an up to date and competitive salary administrative plan
· Investigate employee issues and conflicts and bring to resolution, including administering disciplinary actions as required, providing counseling and/or offering additional resources as needed and if applicable overseeing termination proceedings, including conducting employee exit interviews as needed
· Maintain all legally mandated and corporate required HR records; responsible for updating all employee related policies due to specific events or organizational changes and/or at a minimum conducting an annual policy review presenting recommendations to the executive leadership team.
· Responsible for overseeing annual enrollment processes, including communication reminders to employees
· Responsible for maintaining a professional relationship with the administrator of the company’s self-insured medical insurance plan. Working with the company’s President & CEO, CFO and Finance team to assist in the annual review of spend and lag analysis and communicating premium adjustments as needed.
· Work directly with the Treasury team to analyze the associated medical plan general ledger account balances and the cash funding account ensuring all are maintained in accordance with regulatory and reporting requirements.

EDUCATION & EXPERIENCE:
Education:
· Bachelor’s degree in human resources, psychology, business, or related field; Preferred
Experience:
· 5 to 8 years of HR experience or related field, Preferred
· Strong human resources techniques in areas of attracting talent, fully engaging employees in connecting with the company’s values, goals and principles and workforce planning, Preferred
· Proven understanding of compensation and benefit policies and programs and employee relations practices, Preferred
· Must have experience in acquisition techniques, including recruitment, interviewing skills and selection
· Microsoft Office Outlook, Word, and Excel, Desirable.
· Working knowledge of Microsoft Dynamics GP and Greenshades software, Desirable.

PHYSICAL & MENTAL DEMANDS:
· Remote work may be considered with required trips to the Company’s corporate offices located in Pampa, Texas
· The noise level in the primary work environment is usually moderate i.e., work area with computer printer, and light traffic.
· Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc.
· Regularly requires sitting at a computer screen for extended periods of time.
· Frequently requires analyzing and interpreting data and extended focus.
· Regularly required to use hands and arms to finger, handle, feel or reach for objects, tools, etc.
· Regularly required to express or exchange ideas by means of the written or spoken word.
· Occasionally required to move about, sit, stand, carry up to 10 lbs.
· Mental requirements include the ability to read, write, reason, problem solve and perform mathematical calculations.
