Responsibilities:
a. Responsible for conducting the full range of activities associated with accountability reviews.
b. Provide aid to leadership and expert advice to management in DOJ Headquarters and field facilities as well as in other agencies. The work typically has special significance for the success of the agency, e.g., it may have direct effect over Department-level delegations from the Office of Personnel Management and the authorities granted or revoked from bureaus and Components to operate their Human Resources programs.
c. Participate in complex human resources accountability audits of broad scope and national significance.
d. Develop written reports and provides briefings that detail sensitive accountability audit findings, corrective, recommended and required actions for varying levels of senior management.
e. Design and conduct comprehensive Human Resources studies characterized by boundaries that are extremely broad and difficult to determine in advance.
f. Identify and propose solutions to Human Resource Management problems and issues that are characterized by their breadth, importance, and severity and for which previous studies and established techniques are frequently inadequate.
g. Collaborate with and/or lead management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.
h. Develop recommendations for policies that would modify the way agencies conduct programs, evaluate new or modified policies for projected impact upon existing agency programs, or translate complex policies to meet agency needs.
i. Plan, organize, and/or direct audit team efforts to persuade management officials to accept and implement recommendations, where the proposals involve substantial agency resources or require extensive changes in established procedures and methods.
j. Evaluate and make recommendations concerning overall plans and proposals for complex agency projects.
k. Develop, interpret, and analyze data extracts and reports from automated Human Resources databases and/or develops the most efficient automated systems approaches for presenting Human Resources reports and graphics for management.
Qualifications:
a. Mastery of advanced federal HRM principles, concepts, regulations, and practices of any applicable specialty, as well as analytical methods and techniques, and seasoned consultative skill sufficient to resolve HRM problems not susceptible to treatment by standard methods.
b. Skill in planning and conducting human capital accountability reviews and agency-wide special studies under the OPM Human Capital Framework; Comprehensive demonstrated programmatic knowledge of delegated examining (DE); although Delegated Examining certification is not a requirement, it is preferred that applicants, who are DE certified, attach a copy of their current OPM Delegated Examining (DE) Certificate of Completion.
c. Skill and ability to provide technical guidance on agency human capital compliance review programs or provide policy interpretations on HR program issues that cross HR specialty areas.
d. Expert knowledge in one or more of the following HR areas: merit promotion, excepted service, pay and compensation and/or performance management.
e. Skill and ability to gather, analyze, evaluate, and interpret information to arrive at an opinion or decision.
f. Expert knowledge of written and oral communication techniques sufficient to develop and deliver briefings, prepare correspondence, foster understanding and acceptance of findings, present arguments and advisory opinions, and coordinate activities among diverse individuals and institutions.
g. Skill in fact finding, analysis, and problem solving, sufficient to develop and implement innovative programs to meet mission and organizational objectives.
