Performs subprofessional technical work in planning, organizing and coordinating the activities of any one, or a combination of, the County’s comprehensive programs for the elderly; supervises lower level personnel; and performs other related duties as required.
Distinguishing Characteristics:
The Senior Services Program Assistant series of classes are characterized by their responsibility to perform subprofessional technical work in support of program specialists and involves planning, organizing, and coordinating the implementation of one or a combination of the County’s programs for the elderly. The nature of the work involved does not require the full application of professional level knowledge, philosophy, theories, and practices.
This class differs from the Senior Services Program Assistant II in that the Senior Services Program Assistant III is responsible for assistant in county-wide planning and has district responsibilities for organizing and coordinating the implementation of program activities; whereas the Senior Services Program Assistant II is responsible for planning, organizing, and coordinating all program activities for a small participant group where social and recreational program activities and nutrition program services resources are limited, e.g., islands of Molokai and Lanai.

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four years of experience which shall have involved programs or services dealing with the special needs of the elderly or other target group individuals. The work performed shall have included interviewing, counseling, organizing activities and/or providing information, referral and outreach.
License Requirement: Possession of a valid motor vehicle driver’s license (equivalent to State of Hawaii Type 3).
Knowledge of: the characteristics and needs of the elderly; objectives of the senior services programs; pertinent functions of County, State, and Federal agencies; community resources pertaining to the elderly; interviewing techniques; public relations; principles and practices of supervision; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.
Ability to: establish and maintain effective working relationships with persons possessing a wide range of educational and work experience backgrounds, agency employees, representatives of community groups, and the general public; plan, assign, coordinate, schedule, and direct the work of others; interpret and apply rules, regulations, policies and procedures; prepare various reports and correspondence; speak effectively before groups; use a personal computer.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

These benefits are administered by the Hawaii Employer-Union Health Benefits Trust Fund, and contributions are payroll deducted.
Group Life Insurance
Group life insurance is provided at no cost to eligible employees.
Holidays
The County observes 13 holidays per year (14 in an election year).
Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
