Plans, organizes and coordinates assigned activities within a program area in support of the County’s comprehensive program for the aged; and performs other related duties as required.
Distinguishing Characteristics:
Classes in this series differ from other classes in that the Senior Services Program Specialists carry out program activities involving work with community organizations and individuals in promoting services to the elderly in meeting their physical, social and psychological needs.
Grade Level Standards:
Level III: This level is distinguished by its independent responsibility for developing all details for assigned activities within a program area and may supervise lower level personnel.

Participates in overall planning discussions and development of program activities; performs analysis and evaluation of assigned program elements; develops recommendations and proposals for review and discussions; deals with community organizations to obtain their cooperation and assistance, and speaks to groups and individuals in order to promote support for program activities; plans and organizes activities to stimulate and retain community participation in programs for affected individuals and groups, coordinating their efforts as well as those of governmental agencies that may be involved and follows up on progress, problems encountered, etc.; provides technical and administrative services to advisory committees such as organizing and preparing agenda, researching into legal and procedural problems, etc.; ascertains need for and arranges for provision of informational and educational materials to individuals, community organizations and other interested groups; participates in the recruitment, selection, orientation and placement of volunteers in appropriate programs/activities; collects, interprets and analyzes pertinent data on problems and needs of the elderly and disseminates information to interested parties concerning program goals and needs; plan, reviews, evaluates and coordinates assigned activities of a program area and makes recommendations for improvements; conducts continuing studies and analyses for the improvement of program activities; represents the agency in meetings with auxiliary groups and other community organizations; handles problems of work load, time schedules and work coverage of participants; prepares budget estimates for assigned program activities and requisitions for supplies and equipment; maintains records; prepares correspondence, and progress and final reports on activities.
Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in social work, sociology, psychology, counseling, personnel administration or a related field and for:
License Requirement: Possession of a valid motor vehicle driver’s license (equivalent to State of Hawaii Type 3).
Knowledge of: the characteristics and needs of the aged; the various social, psychological, economic and emotional factors influencing the behavior and attitudes of the aged; community resources pertaining to retired persons; community organizations; report writing.
Ability to: establish and maintain effective working relationship with persons possessing a wide range of educational and work experience backgrounds, agency employees, representatives of community groups, and the general public; plan, organize, and coordinate activities; understand agency regulations, concepts and principles in dealing with the elderly and other problems and conditions peculiar to the work setting, and apply such understanding to the effective conduct of assignments; conduct research and prepare clear and concise reports; assess and evaluate program deficiencies and recommend improvements; speak effectively before groups.

Vacation
Eligible employees earn up to 21 days of vacation per year, with a maximum year-to-year carry over of 90 days. Eligibility to accrue vacation begins with the first work day.
Sick Leave
Eligible employees accumulate up to 21 days of sick leave per year. Eligibility to accrue sick leave begins with the first work day, and there is no limitation on the amount of sick leave that may be accumulated.
Retirement Plan

These benefits are administered by the Hawaii Employer-Union Health Benefits Trust Fund, and contributions are payroll deducted.
Group Life Insurance
Group life insurance is provided at no cost to eligible employees.
Holidays
The County observes 13 holidays per year (14 in an election year).
Deferred Compensation Plan
Eligible employees may participate in the Island Savings Plan (a deferred compensation plan as provided under Section 457 of the Internal Revenue Code.) This is a supplemental retirement savings plan that allows for the investment of tax-deferred contributions into a variety of investment options.
Flex Spending Plan
Eligible employees can also participate in the County’s Flexible Spending plan, a way to set aside a portion of pay, before taxes, to pay for qualifying dependent care or medical expenses.
Employee Assistance Program
The County also offers a voluntary assistance program which provides its employees and their family members with free professional and confidential assistance in overcoming personal and work related problems.
Training
The County provides its employees with a variety of up-to-date training opportunities (i.e., computer application, professional seminars, heavy equipment operation, administrative & clerical skills, personal safety, etc.) to help them increase their knowledge, gain new skills, and to be more satisfied and effective in their jobs.
Leave Sharing
The County’s leave sharing program allows employees to donate accumulated vacation leave credits to a qualified fellow employee who has a serious personal illness or injury.
