General Statement of Job

Under general supervision, performs a combination of administrative and accounting duties in the Treasurer’s Office. Duties include researching tax accounts and performing a variety of inquiries to gather the necessary information to prepare liens, distress warrants and other related collection areas. Employee must exercise independent judgment, discretion, and initiative in completing assignments, providing information or assistance, or referring inquiries to appropriate personnel.

Special Duties & Responsibilities

• Researches unpaid tax accounts and performs inquiries in various information systems to determine the necessary information to prepare collection actions. Systems queried include the State tax system, the Division of Motor Vehicles and the Virginia Employment Commission.
• Completes and mails collection actions to collect monies.
• Negotiates third party agreements with taxpayer and employer. Receives payments and pulls paperwork to post payments related to accounts in collections.
• Prepares lien releases and any other necessary paperwork.
• Receives and responds to inquiries from the general public; provides tax and general information or refers inquiries to appropriate personnel; researches account problems and makes appropriate adjustments.
• Communicates with taxpayer and employers to answer questions, solve problems concerning delinquent tax collections and provide information on status of account.
• Maintains the collection action file on all delinquent accounts.
• Composes and prepares correspondence, memos, and other routine documents which require the use of a personal computer and software program.
• Answers the telephones and greets walk-in customers. Assists customers with account and general information and refers them to other personnel as appropriate.
• Performs general clerical tasks, requiring proficient operation of office equipment.
• Posts exonerations and adjustments as needed.
• Performs the duties of cashiers during peak workloads and staffing shortages.
• Assist with various tasks in the office including but not limited to processing mail and payments and performs the duties of the Account Clerk I.
• Processes the cash and checks for deposit daily.
• Calculates adjusted amounts made by Commissioner of Revenue office and calculate set-off amounts from state refunds.
• Provides support to Treasurer as needed; composes and types correspondence for Treasurer.
• Assists the Collection Technician to complete the process of debt setoff, including serving as a backup in their absence.
• Processes returned checks for all County offices; returns accounts to unpaid status, notifies departments and prepares and mails letters to customers and taxpayers.
• Processes the third party online payment files and processes voided payments; works with the vendor to assist both the office and customers as needed.
• Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, email, or other software programs.
• Performs customer service functions; provides assistance and information regarding real estate taxes, escrow balances, or other department issues; responds to routine questions/complaints, researches problems, and initiates problem resolution.
• Communicates with supervisor, employees, other departments, county officials, taxpayers, lawyers, title companies, mortgage companies, utility companies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
• Performs notarization of documents as needed.
• Performs miscellaneous/clerical work, which may include sending/receiving faxes, making copies, opening/sorting incoming mail, processing outgoing mail, or filing documentation.
• Provides assistance to other employees or departments as needed
• Performs other related duties as required.

Remittance Processing Services:

• Oversees the operation of the remittance processor. Sorts payments in specific categories in order to prepare them for processing on the remittance processor.
• Operates the processor and transfers data to the IBM 400 system. Runs edits; analyzes edits to ensure accuracy and accountability; posts edits to the proper account. Accounts include business license, real estate, personal property and water/sewer accounts.
• Prepares bank deposits for the payments received and processed. Organizes and files edits and remittance receipts.
• Answers the telephones and greets walk-in customers. Assists customers with account and general information and refers them to other personnel as appropriate.
• Performs other related duties as required.

Minimum Training & Experience

High School Diploma or equivalent supplemented by college level course work or vocational training in accounting and personal computer operations supplemented by three (3) years of previous experience and/or training that includes accounting/bookkeeping, real estate tax billing/processing, mortgage company escrow account administration, customer service, and personal computer operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

May require possession and maintenance of valid Virginia Appointment of Notary Public certification.
