JOB SUMMARY
Both strategic and practical, the Senior Director of Human Resources Development (SDHRD) is an HR generalist who leads broad human resources processes, lending expertise in learning and development, benefits administration, change management, employee engagement and communication, employee relations and investigations, HRIS development, recruiting, and HR administrative functions.
The role requires managing and collaborating with the HRD team to accomplish objectives, ensuring the highest level of integrity, compliance, and alignment with the mission, values, and strategies of the organization.
A skilled relationship manager, the SDHRD will navigate and partner with management and the union to resolve employee relations issues and will oversee employee investigations. The role will also oversee benefits administration and ensures compliance with applicable mandates and START policies.

ESSENTIAL FUNCTIONS

- Collaborate with the VP of HRD to define the HR strategy within the parameters of START’s strategy, mission, and objectives.
- Partner to develop HRD programs, and oversee daily HRD team and its operations, ensuring optimization of practices to attain performance targets; track and report on progress at required intervals.
- Assist to identify the functional unit and individual Key Performance Indicators (KPI), and at required intervals, measure and report the functional unit’s and staff’s performance towards goal attainment.
Engage with managers and employees to objectively resolve employee relations matters to achieve win-win outcomes.- Maintain full awareness of HRD’s standard operating procedures, and partner with HRD leader and team to identify and develop efficient and effective processes; oversee memorialization of processes in HRD manual or another approved organizational knowledge bank.
- Review, develop, or draft compliant workplace policies to communicate and maintain organizational guidelines.
Support a psychologically safe and constructive environment for all staff by helping to create and maintain a high-impact and equity-based culture that embraces learning and growth, and where differences converge at the point of understanding, respect, and teamwork.- Provide proactive, and ongoing performance feedback to direct reports and other medical staff; continuously identify and track accomplishments towards goals; identify improvement needs, and institute development plans to reach and maintain competencies; ensure maintenance of HRD Team’s educational requirements and training compliance.
- Manage recruiting partner relationships, including collaborating on contract finalization, and ensuring compliant billing.
- Maintain current knowledge of employment law and company policies, ensuring compliance and best-in-class HR practices.
- Perform other duties as assigned and needed.
REQUIRED QUALIFICATIONS & COMPETENCIES
- Bachelor’s degree in human resource management or organizational psychology.
- SHRM-SCP certification.
- Minimum of 10 years of progressive HR experience, with at least five years as an HR manager leading a team of HR professionals.
- At least two years of experience in a unionized organization.
- Demonstrated HR expertise in global HR functional areas.
- Expert knowledge of general employment laws and HR best practices.
- HRIS development and implementation Excellent communication and interpersonal skills.
- Skilled project planner and manager.
- Sound relationship manager with good negotiation tactics.
- Trustworthy and dependable.
- Excellent time management skills with a proven ability to meet deadlines.
- Proficient in Microsoft Office, applicant-tracking, and general office electronic resources.

Standard office setting with dedicated office space for HR team and some other positions.
PHYSICAL DEMANDS
Prolonged periods of sitting at a desk and working on a computer. Ability to stand, bend, reach and lift at least 10 pounds at times.
