This position resides in the Human Resources Branch and reports directly to the Chief Human Resources Officer (CHRO). The Department’s workforce consists of approximately 623 employees. The individual in this position will provide oversight over the Operations, Benefits and Recruitment sections and provide operational support on various Human Resources actions and initiatives in support of the Department and its employees.
Under the direction of the CHRO, this position is responsible for providing oversight and management for the direct day-to-day activities of the Operations and Recruitments sections within the Human Resources branch, providing guidance and oversight to the Department and staff on various HR functions such as employee relations, onboarding, staffing and recruitment, HR data entry, benefits, personnel files and new hire processing. Manages and coaches a team, providing guidance and instruction to ensure accurate deliverables and will oversee a staff consisting of four employees. Develops internal quality control measures to ensure accuracy, timeliness and completion of projects and deliverables. This position oversees the Department leave process for FMLA, worker’s compensation, sick and other leave benefits. Manages complex leave of absence cases. Manages classification action request process, exit interviews, PSPRS retirement, AZPerforms Performance Evaluation process and serves as a liaison with ADOA in these functional areas. Provides oversight over job announcements and develops structure on resume prescreening to assure that candidates meet the knowledge, skills and abilities of the position and the needs of the department. Conducts salary analyses and forecasting for promotions and new hires and coordinates post-offer physical exam and drug screening processes. Assists with the development and analyses of HR related statistical tracking. Conducts benchmarking with other government entities to identify best practices. Provides oversight on the Department’s Predictive Index program and participates on teams as an HR representative. Provides assistance in other HR areas such as operations, classification, compliance and employee relations. Performs other duties as assigned.
The candidate must have knowledge in Arizona State Personnel System rules, federal and state employment statutes, regulations, rules, policies, and procedures such as FMLA, ADA, OSHA and FLSA, government organizational structure and practices, leave rules, benefit administration, Arizona state government retirement systems, metrics tracking, and analytics and an understanding of diversity and inclusion principles.
Candidates must be skilled in organization and planning, record keeping, and various computer software such as Microsoft Office programs, specifically Excel; Google Suite applications; supervision; delegation and leadership. The preferred candidate will have experience with the State of Arizona personnel rules and procedures and software. In addition, the candidate must be skilled with strong oral and written communication, with the ability to problem solve and prioritize work and tasks to ensure program deliverables.
The ideal candidate will be able to work well with a diverse group of HR staff, employees and job applicants, be willing to adjust to changing project priorities, effectively manage a wide array of tasks, projects and responsibilities, maintain confidentiality, work independently, and organize and manage a complex and varied workload.
The preferred candidate will have a minimum of three years of professional level Human Resource Manager experience. A Bachelor’s degree in Business Administration or Human Resources is desired, as well as PHR certification and experience with specialization in public or personnel administration, business, or related field.
Position requires possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
