Duties Summary
The Statewide Office on Homelessness and Housing Solutions works with state, county, and community agencies to develop solutions that prevent and end homelessness through transitional and permanent housing and supportive or assisted services, or both; tests innovative solutions to prevent and end homelessness; identifies and addresses system gaps by developing and implementing homelessness and housing strategies; develops a standard strategy for coordinated entry, needs assessment, and allocation of services and housing types to create pathways to permanent assisted and independent housing; works with state departments and agencies to develop and maintain multi-year strategic and tactical plans and road maps as a part of the Hawaii Interagency Council on Homelessness’ (HICH) unified ten-year statewide strategic plan; and coordinates matters relating to homelessness and affordable housing between state and county agencies and private entities.
The primary purpose of this position is to assist the Governor’s Homelessness Coordinator in coordinating federal, state, and local agencies, relevant service providers, the private sector, the faith-based communities and other communities across the state in working together to end homelessness in Hawaii. The position will assist in developing, implementing, and monitoring plans created by HICH to end homelessness.
NOTE: This position is not a secretarial, clerical or office support position.
Minimum Qualification Requirements
LEGAL AUTHORIZATION TO WORK: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
RECOMMENDED QUALIFICATIONS:
Education: Graduate from a four-year college/university or commensurate knowledge and/or experience. A combination of training and experience can be used to meet this requirement.
Experience: Two years of progressively responsible professional work experience in organizing, planning, facilitation, and conducting research related to addressing homelessness and/or related problems, such as affordable housing. Lived experience with homelessness preferred.
Knowledge: Knowledge of process or outcome/objective based approaches and models related to homelessness and affordable housing issues; applicable federal, state, and county laws, codes, rules and regulations; local social agencies and other resources available; public administration and management practices; strategic planning; effective methods of communication and presentation techniques; and personal computer hardware and applicable software. Knowledge of administrative process such as budget detail; fiscal operations; report and presentation writing; and government structure and organization with respect to inter-agency, chief executive, legislative and community relationships.
Skills/Abilities: Effective written and verbal communication skills, including the ability to write comprehensive reports and evaluations; work well with others; and able to relate with a wide variety of personality types; and able to organize and analyze data and to utilize sound logic to assess outcomes. Develop policies, procedures, and administrative rules; apply applicable laws, codes, and regulations; exercise independent judgement; problem–solving and decision-making skills; and use a personal computer to prepare reports and maintain records.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be “at will,” which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
