The Logistics Branch supports the Agency’s efforts through its Resources, Telecommunications IT, and Communications & Warning sections. The sections provide all-hazards preparation planning regarding logistics and critical systems necessary to prepare for, mitigate against, respond to, and recover from natural and human-caused disasters and emergencies. It also provides the installation, oversight, management, operations and maintenance statewide of emergency communication, IT systems and warning sirens. It advises the Administrator on the application of communication electronic systems to emergency management planning, systems design, installation, maintenance, and operational matters.
The purpose of this position is to lead the Regional Catastrophic Preparedness (RCP) Grant Program to coordinate and manage the project. A major component of this program is to establish a high-level community working group to create a Regional Catastrophic Logistics & Supply Chain Management Plan, and related County-level Point of Distribution plans. Activities include supervising planners and assigned support staff, organizing and facilitating working groups, directing the allocation of materials, supplies and products, conducting gap analyses, designing strategies to minimize the cost or time required for the transport and storage of goods, reviewing logistical functions and identifying areas of improvement and proposing improvements to management.
This position also serves as a State Emergency Response Team (SERT) member during emergencies and disasters.
KNOWLEDGE:
Knowledge of the purposes, principles and practices of operational or disaster planning; State of Hawaii Emergency Management laws; Federal laws affected State emergency management administration; methods and techniques used in fact finding, analysis and interpretation of basic information and projection of these facts into comprehensive documentation, programs and recommendations to meet present and future needs.
SKILLS / ABILITIES:
Ability to effectively communicate through oral and written communication; demonstrate the ability to conduct complex research, organize and write comprehensive documentation; demonstrate good functional working skills in computer software applications; establish and maintain effective working relationships with public officials and private organizations; organize, facilitate and conduct meetings and workshops; and to document, organize and coordinate programs involving many diverse but interrelated activities, analyze and interpret data.
EDUCATION:
Graduation from an accredited four (4) year college or university with a bachelor’s degree.
EXPERIENCE:
Three and a half (3.5) years of progressively responsible professional program complex project management or emergency management experience which included the mitigation, preparedness, response, or recovery work activities of emergency management.
Current valid Driver’s License to operate a vehicle in the State of Hawaii.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be “at will”, which means that you may be discharged from your employment at the prerogative your department head or designee at any time.
