Duties Summary
The Statewide Office on Homelessness and Housing Solutions (SOHHS) works with state, county, and community agencies to develop solutions that prevent and end homelessness through transitional and permanent housing and supportive or assisted services, or both; tests innovative solutions to prevent and end homelessness; identifies and addresses system gaps by developing and implementing homelessness and housing strategies; develops a standard strategy for coordinated entry, needs assessment, and allocation of services and housing types to create pathways to permanent assisted and independent housing; works with state departments and agencies to develop and maintain multi-year strategic and tactical plans and road maps as a part of the Hawaii Interagency Council on Homelessness’ (HICH) unified ten-year statewide strategic plan; and coordinates matters relating to homelessness and affordable housing between state and county agencies and private entities.
The primary purpose of this position is to provide coordination of activities and ensuring timely flow of information to and from the Governor’s Coordinator on Homelessness. This position handles details of a highly critical and sensitive nature, independently manages multiple tasks and projects with competing priorities and deadlines and provides general administrative assistance for the HICH and the SOHHS.
Minimum Qualification Requirements
LEGAL AUTHORIZATION TO WORK: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
RECOMMENDED QUALIFICATIONS:
Education: High School diploma or equivalent. Business courses or higher level degree is preferred. A combination of training and experience can be used to meet this requirement.
Experience Three (3) years of increasingly responsible office administrative or secretarial experience; or an equivalent combination of training and experience. Experience in the public sector and lived experience with homelessness are preferred.
Knowledge of: Business English including correct spelling, grammar and punctuation; general and special office practices and procedures as they relate to operations; office equipment such as computers and printers; typical office computer software programs such as word processing, spreadsheets, presentation programs and databases; report and presentation writing; business mathematics and basic statistics; and government structure and organization with respect to inter-agency, chief executive, legislative, and community relationships.
Skills/Abilities to: Independently perform assigned administrative duties with speed and accuracy, communicate effectively both orally and in writing in an office environment; organize and implement administrative activities; learn and understand all aspects of the assigned department; collect, compile, evaluate and analyze information from a variety of sources; maintain office records, and prepare a variety of reports; observe and analyze situations quickly and objectively and determine proper course of action; plan, organize and schedule priorities in the office; establish and maintain effective working relationships with those contacted in the course of work; apply knowledge of the organization, procedures, and key personnel; maintain effective working relationships with stakeholders, including staff, legislative staff, community partners, etc.; manage information with a high level of detail, accuracy, discretion, and confidentiality; and effectively operate office equipment including computers and related software.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be “at will,” which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
