The Idaho Department of Health and Welfare is seeking a limited service Project Manager 1 for the Epidemiology Section in the Bureau of Communicable Disease Prevention, Division of Public Health.
This is full-time limited service position that will serve as the state-level Disease Investigations Program team lead. This position will fill a critical role managing a state-level team of seven (7) Disease Investigators responsible for providing in-person or remote public health investigation and contact tracing support for multiple infectious diseases, including COVID-19, to any of Idaho’s seven (7) public health districts (PHDs). The Project Manager will help ensure equitable distribution of the state-level team’s support throughout all regions of Idaho, will educate team members about disease causative agents, clinical features, usual sources and routes of infection, incubation periods, and periods of communicability to inform public health investigation, and will provide essential training and resources necessary to carry out public health investigations and data entry into electronic surveillance systems. The Project Manager and will monitor the team’s efforts to collect accurate and complete data that help describe the epidemiology of diseases in Idaho and will assist in efforts to improve data quality and completeness.
This position may have the option of telework within the State of Idaho.
The ideal candidate will have a background in public health epidemiology or a related field and will be able to:

This is a limited service position. Length of limited service appointments are determined by the availability of funds such as grants, alternative funding sources and/or timeframes such as pilot projects, alternative funding sources or program termination.
This position may require some in-state travel to provide support to local public health districts, contractors, and community partners.

Develop, manage, and implement projects through research, collaboration, and communication.
Interpret and apply laws, regulations, and policies.
Design systems/programs by working closely and effectively with diverse groups that may include local, state, federal and private organizations.
Collaborate with state and local public health officials to address remote or in-person disease investigator deployment requests.
Develop project objectives, scope, strategies, schedules, and roles.
Identify needed resources for the project, including but not limited to funding, contracts, subject matter experts (SMEs), technology, and equipment.
Develop and present training as needed.
Develop and upkeep detailed project plans, implementation plans, work plans, and timelines.
Establish plans for project evaluation, and monitoring.
Plan, coordinate, and facilitate meetings.
Participate in the design, management, use, and evaluation of disease surveillance systems.
Participate in data quality assurance activities.
Participate in the preparation and submission of grant or other funding opportunity applications or progress reports, including outcome measures.
May monitor subgrantee/contractor compliance with scope of work activities.
Conduct public health investigations and carryout contact tracing, as needed.

Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes.
Experience interpreting and explaining specialized or complex material into information usable by the public.
Experience developing and monitoring contracts.

ADDITIONAL QUALIFICATIONS:

Considerable knowledge of the Principles of Epidemiology. Gained by earning a degree in epidemiology or a related field (MPH, MHE, MHS) AND at least one (1) year of experience working in a public health agency, community organization, or healthcare agency/organization in a position responsible for performing epidemiologic investigations or applying principles of epidemiology on a regular basis.
Considerable knowledge of Public Health Surveillance Practices. Gained by earning a Master’s Degree in a public health field AND at least one (1) year of experience working with public health surveillance systems, data, or programs as a requirement of employment.
Demonstrated experience managing and improving program or staff performance. Gained by at least one (1) year of experience supervising two (2) or more team members.
Considerable knowledge of project management skills and practices. Gained by at least one (1) year of professional experience as a project manager or current certification as a Project Management Professional.
Demonstrated experience working on projects that involve coordination between multiple stakeholders. Gained by at least two (2) years of professional experience developing, implementing, and maintaining a professional project that impacted multiple stakeholders.
