State of Iowa – Executive Branch Hiring for Warehouse/Team Coordinator at Des Moines, IA Full Time

The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking a Warehouse/Team Coordinator (Program Planner 2).

This position provides the development, maintenance and implementation of logistical policies and procedures for warehoused supplies and equipment related to storage facilities and inventory for a public health disaster response and supports the public health response teams (PHRT). Collaborates with bureau program manager on logistical operations, evaluates and solves logistical problems and prepares justification for facility and equipment budget needs. Coordinates and recommends equipment purchasing priorities for BETS relating to emergency preparedness and response. This position is responsible for the continued development and maintenance of facilities and methods to move multiple resources (e.g., equipment, medical supplies) to disaster affected areas in the state.

This position will direct and perform technical work activities in the receipt, storage, and shipment of supplies, materials, and/or merchandise in a large central warehouse. Coordinates shipping, receiving, and stock handling procedures in order to assure orderly and timely receipt and shipment of goods in exercise or a response to a public health disaster. Prepares and may deploy rapid assessment equipment and supplies for response. The position will be proficient in the use of mechanical equipment including towing vehicles, trailers, forklifts, hand trucks, dollies, or other mechanical equipment in a warehouse.

This position will serve as the RSS manager for the Bureau of Preparedness and Response, managing and tracking all incoming and outgoing federal and state supplies. In preparation for activation of the strategic stockpile assets or medical countermeasures for a response to a public health emergency, according to established plans and procedures this position will be responsible to receive and assign orders for compilation, packaging and shipment to locations and determining method of shipment, may be requested to contact vendors, manufacturers and transportation companies as per established response plans.

This position will serve as the Public Health Response Team coordinator working to manage, exercise and contribute to response operations. Participates in exercises and evaluation methodologies for PHRT preparedness and response. During an exercise or emergency/disaster response leads any and all public health response team members (volunteers) and staff members through the entire process. Works with team members to set up tents and other supplies in preparation for exercise. Following exercises, evaluates and resolves operational problems and prepares supporting justification for equipment, facilities, budget, and additional resource needs according to after action reports and improvement plans.

Maintains supply and equipment inventory and equipment maintenance/repair policies and procedures. Maintains state antibiotic and antiviral medication cache inventory. Utilizes the EMresource system for accurate inventory of all supplies and equipment, assures periodic and annual inventories; maintains inventory controls; accounts for inventory discrepancies and makes appropriate reports and recommendations to superiors. Maintains organized record keeping of all receipts, shipments, transfers, shortages, in day-to-day activities and in a public health emergency by having inventory controls maintained and having all changes posted to EMResource as soon as possible. Establishes processes and procedures for conducting inspections and maintenance of equipment purchased for the bureau as required. Performs minor repairs and maintenance to equipment as required to assure serviceable operating conditions. Performs custodial work in maintaining a warehouse.

As an employee of IAHHS this position may be called upon to respond in or out of the state of Iowa in an emergency or disaster to fill internal or external emergency response role and other duties as assigned by the Bureau Chief or Division Director.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

• Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
• All of the following (a and b):
• A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
• A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
• Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
