This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
The Classifications, Standards and Rules Review Branch is responsible for the development of the state’s surface water quality standards, development of the state’s groundwater standards, classification of surface water body classifications such as Water Supply, High Quality Waters and others, coordinating the Division’s rulemaking and rule review proceedings, and providing support for the Environmental Management Commission’s Water Quality Committee.
This position primarily provides fiscal analyses for rulemaking within the Division of Water Resources. State regulations require fiscal analyses for costs and benefits from any proposal or directive and any alternatives. Specific components may include:
This position will serve as author and/or technical advisor for writing the required fiscal analyses, working in conjunction with OSBM staff to ensure fiscal analysis requirements are carried out completely and accurately. This position may also review assessments, develop economic analyses, participate in public hearings, write final technical reports, and provide recommendations to the Environmental Management Commission (EMC). This position may also present to state or federal boards or commissions.
Occasional overnight travel.
The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning.
