OIC CAREER OPPORTUNITY

The OIC is recruiting to fill one permanent Health Insurance Advisor 1 (Regional Training Coordinator) position. This position reports to the Field Operations Supervisor located in our Tumwater office, and provides training and technical assistance to the Statewide Health Insurance Benefits Advisors (SHIBA) Sponsors and volunteers.

This position consults with Volunteer Coordinators to develop plans and fulfill contract expectations and trains and assesses that the volunteers have adequately mastered the skills necessary to provide direct service, and/or other tasks, relevant to their assigned role(s) within the program. This position includes partnership development activities with team members, local sponsoring organizations and other appropriate entities. This position provides subject matter expertise in multiple areas. This position also includes public speaking.

This position supports the SHIBA mission by ensuring that Sponsors and volunteers have the necessary skills and training to assist and advocate for consumers through high-quality counseling and community education experiences. This position also supports the expansion of service capacity through the development of strategic alliances, leveraged resources, and local service coordination.

This is a Washington General Service position. The monthly salary range for this position is $4,842.00 – $6,510.00.

DUTIES

• Consult, train and assist Sponsor staff with contract performance, strategic planning, volunteer recruitment and performance measures.
• Provide Basic Training and continuing education to volunteer advisors as well as other counselors from community agencies and partners using standardized program curriculum.
• Develop and maintain partnerships to expand and enhance the SHIBA network. Conduct presentations to educate consumers and stakeholders regarding healthcare coverage options.
• Build capacity within the Sponsor and volunteer groups through mentoring and coaching.
• Provide consultations to consumers and serve as a subject matter expert (SME) in the SHIBA program.
• Skillfully conduct public presentations, seminars, and workshops.
• Maintain timely correspondence with the public, partners and SHIBA team.
• Assist with the curriculum development, updating and proofreading upon request.
• Counsel clients on a one-one basis or via telephone and works on consumer complaint resolution.
• Maintains complete, accurate records of all consumer contacts and presentations.

QUALIFICATIONS
Required Qualifications:

• Six years of professional experience in community development, adult training, or volunteer management.
• Demonstrated competence at collaborative relationships with professional colleagues.
• Working knowledge of project management, contract management and/or instructional design.
• Intermediate competency level in Microsoft Outlook, Word, PowerPoint and Excel
• Intermediate technical competency level using at least one virtual platform (e.g., Zoom, Teams, Skype).

Preferred/Desired Qualifications of this position include:

• Bachelor’s degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent.
• Demonstrated contributions to building a high-performing team of professional colleagues.
• Experience developing partnerships with diverse communities.
• Demonstrated experience with accountability for project management, contract management and/or instructional design.
• Advanced-level skills utilizing Microsoft Word, PowerPoint, and Excel.
• Advanced technical competency level using at least one virtual platform (e.g., Zoom, Teams, Skype).
