GENERAL DESCRIPTION:
An integral member of the State of Wyoming Human Resources team. Manages and acts as an agency expert on AMS payroll system, NeoGov recruitment system, and employee benefits. Interprets program policies and procedures. Exercises independence in performing assigned duties, consulting with management only on the most complex issues. Acts as the Direct HR representative to employees in one of 5 regions, each totaling approximately 250 employees for the Department of Workforce Services and the Department of Family Services.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Advise and consult with management and employees about personnel rules and policies. Research complex HR/legal issues, develop recommendations, and develop policies as required. Manage the payroll for multiple agencies. Using state statutes, personnel rules, policies, and FLSA, advise upper management and other employees about payroll requirements. Personally enter payroll entries for compliance.
Coordinate with accountants to make sure salary and benefit changes are set up correctly in the payroll system and are being appropriately allocated for monthly, quarterly, and yearly requirements.
Consult with hiring managers on matters of recruitment. Ensure knowledge of the full range of recruitment options is given. Work with the hiring manager to create essential functions, preferences, preference questions, and KSAs to ensure the posting is appropriately advertised.
Consult employees in need of FMLA to ensure full information is given. Assist employees through the FMLA process and manage payroll documents and entries accordingly.
Consult employees on initial ADA information, and work with HR management to assist in completing the full ADA process.
Consult with employees and management on the many aspects of state health insurance and retirement plans. Provide counsel and direction on the many options available.
Qualifications
KNOWLEDGE:
Knowledge of Federal (ADA, EEOC, FMLA, FLSA, etc.) laws.
Knowledge of Microsoft Office, including Excel and other computer software.
Skills in grammar and proper English usage.
Skills in interpersonal relations.
Skills in organizing and prioritizing.
Ability to work effectively and independently.
Excellent communication skills.
Skill in conflict management.
MINIMUM QUALIFICATIONS:
Education:
Bachelor’s Degree (typically in Human Resources)
Experience:
0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
Special physical demands are not required to perform the work.

This position may be eligible for intermittent Telework.
