The Environmental Health Specialist independently and effectively conducts assessments,
inspections, and compliance review activities under the review of a State of Ohio Registered
Environmental Health Specialist. EHS’s independently and effectively conduct assessments, inspections,
and compliance review activities.Required Qualifications Baccalaureate Degree in Related Science required. Registered Sanitarian or Sanitarian-In-Training in the State of Ohio with knowledge of contemporary methods, principles, techniques, practices, and developments in Environmental Health. Ability to apply chemical, physical, and biological sciences to Summit County Public Health programs for the control of environmental factors influencing public health. Ability to follow verbal and written instructions and work independently.
Current valid Ohio drivers license, automobile availability and insurance coverage. Completes documentation and tracks operator or property owner compliance. Tracks compliance and participates in the process through completion of corrections or abatement. Reviews non-compliant operations or nuisances with program coordinator and/or supervisor. Testifies as an expert witness in court proceedings and/or attend administrative hearings. Make assigned community visits. Uses professional judgment to apply scientific knowledge and regulations to evaluate environmental hazards and conditions. Performs job duties under the regulations, policies and procedures set forth by Summit County Public Health and outside agencies such as the County Fiscal Officer, Ohio Department of Health, and state and federal government. Participate in community or county based organizations. Attend county, city, village and/or township governance meetings or committees. Attend training programs to improve technical knowledge used in programs. Performs any other duties as required for the efficient operation of Summit County Public Health. Maintains cooperative working relationships among public and agency participants. Employee has the obligation, set forth by the Summit County Public Health Emergency Operations Plan and within the scope of their employment, and will be available for emergency service during routine and non-routine hours of operation including 24/7/365 availability. Performs job duties under the regulations, policies and procedures set forth by Summit County Public Health and outside agencies such as the County Fiscal Officer, Ohio Department of Health, and state and federal government. Performs any other duties as required for the efficient operation of Summit County Public Health. Obliges, as set forth by the Summit County Public Health Emergency Operations Plan and within the scope of their employment, to be available for emergency service during routine and non-routine hours of operation including 24/7/365 availability. May be required to have medical clearance for respiratory protection or other personal protective equipment and may be exposed to inclement weather, extreme temperatures, unpleasant smells or odors, dust, dirt, fumes, airborne particles, pesticides, toxins or caustic chemicals.
Air Quality specific job duties:
Not everyone in this program performs all of the duties of this program. Duties assigned may include any of the following: Air monitoring program – Maintains the network of air monitors across a three county region (Summit, Portage and Medina) following federal and state guidelines and schedules.
Air monitoring data management – Manages all data for continuous and intermittent FRM/FEM monitors. Receives and tracks continuous quality control activities and photos, checks continuous data daily to code null data when necessary. Provides required data documents to Ohio Environmental Protection Agency (EPA) following prescribed schedule.
Asbestos program – Tracks all mandatory notifications for asbestos abatement related to the renovation or demolition of facilities across a three county region (Summit, Portage and Medina), inspects a portion of notified projects to ensure compliance with the Ohio Revised Code (ORC) and Ohio Administrative Code (OAC). Responds to complaints about demolition and renovation projects when necessary.
Open Burning program – Responds to complaints regarding illegal open burning in a three county region (Summit, Portage and Medina) and inspects properties when necessary to ensure compliance with the ORC and OAC. Also provides open burning permits when necessary.
Fugitive Dust complaint program – Responds to complaints regarding construction projects and other projects causing fugitive dust. Inspects to ensure compliance with the ORC and OAC.
Solid Waste program – Licenses and inspects solid waste facilities in Summit County according to the ORC and OAC. Also inspects registered and unregistered facilities for compliance with the ORC and OAC as well as general nuisance codes. Responds to complaints regarding a variety of solid waste issues. Responds to requests for environmental information. Also manages the DUMP and residential sharps programs.
Right to Know program – Maintains a database of all facilities within the City of Akron who store between 500 and 10,000 pounds of chemicals onsite. Inspects facilities annually.
Maintains 24 continuing education credits biennially.
