DEFINITION
Responsible for coordinating and administering citywide technology training program and systems.
SUPERVISION
Works under the general supervision of the Administrative Services Officer or designee. Exercises technical supervision over assigned staff.
Develops, coordinates, administers, and evaluates the City’s technology training needs and program.
Selects, organizes, and directs the activities of consultant-led classroom technology training, webinars, and blended training.
Oversees the development of classroom to online training.
Determines the most appropriate delivery method of training based on the needs of staff and requirements of projects. Assesses and determines technology training needs of city departments.
Coordinates an inter-departmental technology advocacy group to develop and promote technology training programs for City employees.
Coordinates the Department’s technology training program and oversees training vendors. Administers and maintains the City’s eLearning training.
Collaborates with departmental project managers to coordinate training needs on new technology implementations.
Develops multi-year training plans based on assessment of users’ needs, preferences, and the deployment of new technologies. Identifies and assesses current and future training needs through a user training needs analysis.
Identifies, develops, and reports on metrics to measure performance and service quality and assists in the development of the strategic plan to enhance operational efficiency and service delivery.
Conducts and evaluates customer services surveys.
Develops training materials and supporting documents utilizing various forms of presentation software and technology.
Assists with the project management of major technology introductions.
Oversees the ISD knowledge base and coordinates its continuous improvement and development.
Manages training contracts and expenditures.
Performs other duties as assigned.

Develop and present effective classroom training programs, online self-paced courses, videos, and webinars at all organizational levels
Develop short and long-range goals to support the City’s technology training needs
Select and coordinate the activities of training vendors and technical staff
Analyze information and summarize data to identify and develop effective solutions to technology training problems
Develop and recommend programs and procedures
Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations
Instruct and communicate technical computer-related information to computer users in individual and group settings
Prepare, present, and maintain various records and reports
Prepare classroom curricula and make oral presentations
Organize and prioritize work
Act as a resource for departmental training concerns
Communicate effectively, both orally and in writing
Provide effective customer service
Establish and maintain effective and cooperative working relationships with City employees and the general public
Skill in:
Providing and coordinating training for a wide variety of skill-diverse staff
Coordinating projects and training systems
Using a personal computer and applicable software applications
Operating, maintaining, and troubleshooting computer hardware, computer networking, and peripheral equipment
Working effectively in a team
Education: Graduation from an accredited college or university with a bachelor’s degree in business, information systems, computer science or a closely related field.
Experience: Three years of recent, paid work experience in technology support, training and learning systems management. Two additional years of work experience may substitute for the required bachelor’s degree. Professional experience in the field of public sector customer support, administration, or technology is desirable.
Licenses and Certificates:
Possession of a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Selection Process:
All applicants must submit clear, concise and complete information regarding your work history and qualifications for the position. All applicants will be reviewed and only those applicants determined to be most qualified on the basis of experience, training and education, as submitted, will be invited to participate further in the selection process.
Testing will consist of any of the following: a training and experience evaluation and and oral interview.
If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City’s civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
Background Investigation:
