The Director of Employee Benefits is responsible for the overall management of the benefit plans for eligible employees and clergy in the parishes, schools, and Central Services of the Archdiocese and (in part) for employees of Catholic Charities of Baltimore. The Director has wide authority for benefits program management, and directly reports to the Executive Director, Human Resources.

Essential Functions:

• Plans, develops, and implements the employee and clergy benefits program for eligible employees and clergy.
• Leads analyses of existing benefit costs and overall effectiveness of benefits.
• Defines requirements and develops specifications for the acquisition of new or modified benefits and the information systems/mechanisms required to provide them.
• Reviews existing eligibility requirements and policies for employee access to benefits; in collaboration with legal and other consultants, makes recommendations for modifications as needed.
• With consultant support, ensures periodic assessment of the performance and economic viability of existing benefits. Provides reports and staff support to governing bodies, such as Lay Retirement Board, Senior Priest Retirement Board, and the Health Trust Board. With internal Finance, participates in assessment of management of assets in the 403(b) plan and Deferred Benefit Plan. Serves as Administrator of 403(b) Retirement Plan, to include fiduciary responsibilities.
• Manages annual open enrollment process.
• Ensures compliance with Federal and State laws governing provision of employee benefits; assesses changes to laws and advises on necessary actions to be taken.
• Manages internal operations of the Employee Benefits Division; supervises staff. Ensures record-keeping and manages billing process for parishes, schools, departments, and Catholic Charities entities for benefits provided.
• Ensures effective, courteous handling of employee benefits questions; develops and implements solutions to very complex problems.
• Works with internal Finance and HRMS teams to ensure that billing, quarterly 403(b) contributions, and HSA contributions are done according to deadlines and plan guidelines.

Knowledge, Skills, and Abilities Required:

• Seven (7) or more years’ experience managing comprehensive employee benefits programs that include retirement (defined benefit and defined contribution), self-insured medical coverage, life and disability insurance, and other programs. Non-profit experience is a plus.
• Extensive 403(b) and Defined Benefit Plan Administration experience.
• Experience that demonstrates a high degree of business acumen to assimilate information from a variety of sources.
• Solid decision-making, data management, and analytical abilities.
• Bachelor’s degree in Business or related field required; Master’s degree in Business or certified Employee Benefits Specialist (“CEBS”) certification preferred.
• Experience that demonstrates strong interpersonal communication skills in writing and in oral presentations and reports.
• Working knowledge of HRIS/payroll systems – Ultimate Kronos Group (“UKG”) experience preferred.
• Demonstrated management and leadership skills; proven ability to model desired work values and practices for other team members and create a work setting that encourages both individual and team accomplishments.
• Familiarity with the structure of the Catholic Church strongly preferred.
