MISSION STATEMENT OF CHILDREN, YOUTH AND LEARNING DEPARTMENT:

POSITION SUMMARY:
Performs responsible administrative and instructional work in the management and coordination of health and wellness initiatives for the Town under the auspices of the municipal Children, Youth and Learning Department. This role includes planning, guiding and implementing action plans based on needs-assessments and strategic planning, leading to long-term involvement of community institutions, organizations and individuals for a healthier community. This Liaison works with students, parents, staff and community outreach programs in order to meet the needs of the children and families. Performs all other related work as required.
SUPERVISION:
Supervision Scope: Performs varied and responsible duties requiring a thorough knowledge of departmental operations and the exercise of judgment and initiative to independently perform duties, complete assigned tasks, and analyze the facts or circumstances surrounding individual problems. Shows judgment in helping patrons, explaining policies and procedures.
Supervision Received: Works under the direction of the Town Administrator. Generally sets own daily work plan while following outlined procedures and tasks; escalates issues as necessary to supervisor.
Supervision Given: Provides oversight· of program instructors and volunteers, developing job direction, assigning tasks, instructions, and monitoring performance. Provides guidance and instruction to volunteers and committee members in preparing and executing events and initiatives.
JOB ENVIRONMENT:
Administrative work is performed under typical office conditions, fluorescent lighting, carpeted floors and air conditioning, with periodic interruptions from the general public.
Has regular contact with the general public, Town employees, and other Town departments. Most contacts are by telephone, correspondence and in person. Such contact requires courtesy, patience, tact and social skills.
Field work and class instruction may take place in either indoor or outdoor recreational facilities.
The nature of the work performed may include scheduled evening and special event weekend hours. These hours may change seasonally according to program requirements.
Operates an automobile.
ESSENTIAL FUNCTIONS:

Collaborates with stakeholders to plan, guide and implement action plans based on needs assessments and strategic planning, leading to long-term involvement of community institutions, organizations and individuals in health promotion, assessment, and evaluation activities.
Responsible for the outreach for activities that have a strong focus on school attendance and educational assistance. Monitoring the attendance and Truancy of homeless students.
Serves as community liaison to provide information and/or make- presentation to supervisors, boards, commissions, civic groups, businesses, individuals, and the general public on health and wellness standards in Healthy Community development plans.
Maintains frequent communications with state and local partners; develops reciprocal programs or coordinates resources to support existing community programs. The programs utilized will help assist children and families to have their basic needs met such as housing, food, clothing, and transportation.
Responsible for collaborating and forming relationships with Boys and Girls Club, Knight Consulting LLC, Mental Health Centers, Community Food Pantry, Head Start and Community Centers, Beyond the Bell, schools and other organizations as needed.
Assists with leadership, direction, and coordination of programs and initiatives under the Children, Youth and Learning Department or other duties as assigned by the Town Administrator.
Represents Town through professional associations locally, regionally, and statewide. Provides service/program information and formal presentations.
Bringing awareness to the growing homeless population to the school staff and other organizations as well as forming the proper relationships in order to educate and find a solution.
Coordinates and facilitates community membership and meetings; communicates effectively to promote collaboration, resource development, and problem solving to further the mission of the Children, Youth and Learning Department.
Assists in the identification and preparation of grant proposals and applications, contracts, s, and other necessary actions including RFP development and vendor selection. Assists with and/or oversees grant requirements are met and documented.
Maintains and develops content for the Children, Youth and Learning Department webpage and social media outreach.
Maintains parent engagement to promote consistent engagement in educational activities and to support academic success.
Collaborates with local and regional groups to identify areas of concern in the promotion of healthy environments and educational priorities. Securing resources for homeless families and students including transportation and tutoring.
Plans, organizes, and promotes special events to increase awareness of health and wellness needs and resources throughout the community.
Maintains accurate program statistics and membership records in monthly s.
Identifies, develops, and coordinates educational materials and programs on subjects related to healthy communities serving all ages.
Develops and coordinates with the school administration out of school programming for community children and youth.
Develops and maintains volunteer opportunities in the Children, Youth and Learning Department program for youth and community members.
Performs similar or related work as required, directed or as situation dictates.
RECOMMENDED MINIMUM QUALIFICATIONS:
Education, Training and Experience:
Bachelor’s degree in related field; Master’s degree preferred; five to seven years of experience in managing community-based wellness and/or educational initiatives; or a satisfactory combination of education and experience.
Knowledge, Ability and Skill:
Knowledge: Knowledge of public policy and planning, health policy initiatives and rollout, broad knowledge of major municipal functions and activities, proficient in finance, office procedures and applicable office software applications including Microsoft Office; must be comfortable with and have the ability to learn new software applications; knowledge of computers and other standard office equipment; basic knowledge of community health education activities; and knowledge of database and basic website and social media administration. Must understand all federal guidelines as they relate to the eligibility of children and family services.
Ability: Ability to deal effectively and tactfully with the general public; ability to multi-task and prioritize; ability to maintain accurate and detailed records; ability to create and supervise programs and to evaluate programs and recommend improvements; and the ability to oversee program participants in an effective and harmonious manner.
Skill: Skilled in public speaking, excellent written and oral communication skills, including the ability to clearly explain complex information, and exceptional planning, organizational and office management skills.

Minimal physical effort required in performing administrative functions; may be required to move/transport up to ten pounds. Position requires the ability to operate a keyboard and general office equipment at efficient speed and view computer screens for an extended period of time. The employee is frequently required to convey information at meetings with staff and others. Moderate physical effort required when performing duties in training and oversight of Healthy Community/Youth and Family programs.
