HUMAN RESOURCES MANAGER

GENERAL DEFINITION AND CONDITIONS OF WORK:

Plans, organizes, and directs Town’s personnel systems and services, safety, and risk management services and functions; provides adequate and qualified personnel to meet current and future Town employment needs; administers job classification and wage plans, and the operation and maintenance of the time and attendance system.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

• Develop and recommend objectives, policies, programs and procedures that maintain a creative and results oriented personnel, safety and risk management operation.
• Recruit employees for the Town by pre-screening, participate in the selection process, and work with department heads to determine their preference; complete background and reference checks on prospective employees.
• Maintain personnel records.
• Maintain performance evaluation records and schedules.
• Ensures compliance with ADA, FLSA, FMLA guidelines.
• Conduct classes and information meetings on human resources matters.
• Arrange for pre-employment examinations and drug screening, new hire orientation and exit interviews.
• Provide services required for health insurance, life insurance, general liability insurance, workers compensation insurance, OSHA log and yearly record, and VRS reports.
• Make recommendations for amendments to Employee Handbook.
• Conduct and administer safety programs for employees.

QUALIFICATIONS:

• Bachelor’s degree in personnel, business management, public administration, or related field. Experience may be substituted for degree qualifications. Five years progressive experience in human resources or any combination of education and experience that would provide the applicant with the desired skills, knowledge, and abilities to perform the job.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Thorough knowledge of payroll processes and systems, principles and practices of public personnel administration and human resource issues.
• Knowledge of principles and concepts of job evaluation systems administration practices and related issues.
• Knowledge of accounting principles and systems and benefit program administration.
• Effective oral and written communication skills in individual or group settings.
• Knowledge and skill in various computer applications (automated systems, Microsoft Office, etc.) and the operation of related office equipment.
• Ability to independently recognize and analyze new payroll/benefit developments and implement appropriate procedures.
• Ability to establish and maintain effective working relationships with Town officials, coworkers, benefit providers, insurance vendors, and the general public.

Pay: $50,000.00 – $80,000.00 per year
