Job Description Summary:
Under the general guidance of the Transportation Maintenance Manager, develop, implement, and analyze infrastructure maintenance programs, work plans, and department priorities. Collaborate with other Transportation & Mobility divisions, city departments, and public and private projects to identify, participate in, and prioritize projects and plans that ensure the safe and effective function of the department. Provide input and feedback on extra-departmental projects and plans, including both private and public project development plans, to ensure seamless integration with Transportation & Mobility and confirm maintenance serviceability. Prepare analyses of anticipated nature, extent, and cost of potential plan, program, and project impacts to maintenance, repair work, equipment needs, and labor requirements as to all aspects of the city’s transportation infrastructure. Implement changes based on analysis as plans and projects come to fruition, via coordination with Transportation Maintenance Manager and Transportation Maintenance Field Supervisors. Perform related administrative duties as required.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Develop, implement, monitor, and adjust maintenance programs:
Analyzes, develops, and implements maintenance program improvements by evaluating present operations and programs, seeking staff input and researching industry practices, developing recommendations for change, building consensus, and developing and implementing staff training.
Analyzes current safety program, researching and developing recommendations for program improvements.
Assists in analysis of current communication practices and city branding, develops and implements progressive changes.
Collaborates with Transportation Capital Maintenance on programming for all aspects of transportation infrastructure.
Participates in developing and monitoring annual and quarterly work plans in collaboration with Transportation Maintenance Manager and other Transportation & Mobility staff.
Provide excellent customer service:
Provides informative responses to internal and external customer inquiries.
Regularly interacts with the public to understand their request, informs them of city practices, and provides action plans.
Develop requests for proposals (RFP), award contracts, and manage and oversee contractors:
Develops and advertises requests for proposal for departmental contract needs.
Reviews and awards contracts based on city purchasing guidelines.
Manages contractors and oversees contracted maintenance work to ensure projects meet specifications and industry standards and are completed within schedule.
Tracks project costs and identified metrics to inform current and future decisions.
Coordinates and collaborates with divisions/departments that require similar work to ensure efficient contract procurement.
Identify and coordinate internal and external resource needs:
Identifies whether projects can be performed by internal staff or if contractors should be solicited.
Assesses internal staffing needs based on analysis of current and expected future projects and programs.
Assesses, forecasts, and communicates needs for support from other city departments.
Serves as an escalation point for community concerns and works to resolve community issues and concerns effectively while balancing the best interests of the city and the needs of the community.
Create and maintain relationships with vendors and customers.
Identifies vendors of interest to maintenance programs and develop relationships, obtain pricing sheets, and set up new vendors through city Finance.
Provides proactive customer outreach, continued project updates, and project closeout messaging.
May act as backup to the Transportation Maintenance Manager in their absence.
May be required to work irregular hours, weekends, evenings, holidays, and/or emergencies as needed.
Provides relief for field supervisors by accepting snow supervisory role several weeks each winter.
Responds to and provides guidance for emergency situations and repairs to transportation infrastructure.
Other:
Performs related duties as required to meet the needs of the city.
Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property to Fleet Services, Risk Management and Transportation Maintenance Manager.
Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
Generally, duties are listed from most to least critical or time consuming.
MINIMUM QUALIFICATIONS
Thorough knowledge of transportation infrastructure operations and maintenance, greenscape maintenance including snow and ice control, or a related construction or maintenance field.
Ability to plan work activities, to give and receive verbal instructions, and to coordinate the work of others.
Effective communication skills, including strong written and verbal communication.
Ability to read construction drawings.
Demonstrated interpersonal skills including the ability to resolve problems and provide information to the public in a responsive and courteous manner, to act as a leader and coordinate the work of others, and to develop and maintain effective working relationships at all levels of the organization.
Demonstrated ability and initiative to work independently with minimal supervision, to prioritize and resolve problems and to carry tasks to completion.
Ability to effectively use technology as required in the office and in the field.
Asset management database knowledge and usage.
Ability to perform a wide variety of physical and manual tasks in an outdoor environment.
Physical ability to stand, walk, and kneel and to use a variety of tools and equipment while working in and around moving traffic.
Working knowledge of applicable OSHA, EPA, and DOT safety regulations.
Willingness to participate in training which is applicable to job requirements.
Ability to obtain within six months from date of hire: First Aid/CPR certified through Red Cross or equivalent accredited institution.
Ability and willingness to work irregular hours, weekends, evenings, holidays, and/or emergencies.
Valid driver’s license.
Have and maintain acceptable background information, including criminal conviction history and motor vehicle record.
PREFERRED QUALIFICATIONS
Work experience demonstrating a background in street construction or maintenance, asphalt and concrete work, or general construction and equipment operation.
Working knowledge of irrigation and pump system design, hydraulics and maintenance practices.
Working experience with irrigation and landscape plans and designs.
A valid Colorado Commercial Driver’s License.
ATSSA or equivalent certification as a Traffic Control Supervisor (TCS) or ability to obtain within one year.
Demonstrated supervisory experience.
Experience leading municipal or governmental projects or maintenance.
Bilingual in English and Spanish.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s degree in Urban Planning, Public Policy, Engineering, Construction Management, or a related field and at least five years of progressively responsible transportation experience or any equivalent combination of education and experience.

Physical and Mental Effort
Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment, and construction inspection equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting and to visit construction work sites requiring walking over rough surfaces and climbing. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment
Works primarily in a clean, comfortable environment. Routine visits to construction work sites and city industrial facilities where there is exposure to open trenches, confined spaces, moving equipment, traffic, mechanical and electrical equipment, pressurized liquids and gasses, chemicals and open water.
Machines and equipment used include but are not limited to the following:
Frequently uses standard office equipment including personal computers, telephones, calculators and copy/fax machines. Occasionally uses city vehicles and heavy equipment. Also uses two-way radio communication.
