The Police Communications Center Manager is a supervisory level non-sworn technical and support position associated with law enforcement support services assigned to the UNC Hospitals Police Department that directs and manages a variety of responsibilities related to records management, communications and Computer Aided Dispatching duties for emergency and non-emergency calls for service.
DESCRIPTION OF JOB RESPONSIBILITIES:
Function as a member of the Police Department management team participating in department wide policy development, administrative planning, risk management, safety, and loss prevention. Coordinate communications involving major emergency situations and incidents. Manage the receiving of emergency calls, complaints and inquiries from the hospital staff and public, evaluate information to determine jurisdiction and equipment to be dispatched and perform or direct the dispatch of police and other support units. Maintain various logs, indexes and records and prepare special reports as needed.
Plan, assign, supervise and evaluate the work of subordinate staff who receive and transmit routine and emergency telephone and radio voice messages, dispatch required equipment operate computer aided dispatch equipment and manage police records. Interview, orient, lead, mentor and evaluate staff to meet departmental and organizational needs.
Provide overall training and information to subordinates regarding procedural changes and current legal and operations information affecting emergency and non-emergency police services. Effect corrective action and disciplinary policy and procedures, when necessary.
Troubleshoot and diagnose repair and maintenance needed for dispatch center communication equipment and make necessary recommendations for correction. Provide high level administrative and technical assistance to Police Chief, Division Commanders, Sergeants and Officers. Contact other agencies to coordinate public safety operations.
Performs all duties of a dispatcher during staff shortages. Perform other related duties and participate in special projects as assigned.
EDUCATION REQUIREMENTS
Bachelor’s Degree in Criminal Justice, Public Administration or a closely related field. OR an equivalent combination of education and experience. LICENSURE/CERTIFICATION REQUIREMENTS DCI Certification. NC TELECOMMUNICATOR Certification or the ability to obtain within 12 months of hire
PROFESSIONAL EXPERIENCE REQUIREMENTS
With Bachelor’s degree At least five (5) years of related experience that includes progressively responsible managerial, supervisory, and administrative experience; With Associate’s degree At least nine (9) years of related experience that includes progressively responsible managerial, supervisory, and administrative experience;
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
Knowledge of: public safety communications principles, practices, methods, techniques, and equipment; budgeting and statistical reporting; the principles of leadership, supervision, training, and performance evaluation; the techniques and methods of radio communication; CAD; computer telephony integrated system; Federal Communications Commission (FCC) regulations pertaining to public safety communications; the substance and intent of federal regulations pertaining to collection, storage, and dissemination of criminal history record information; emergency medical dispatch procedures; the CAD formats and commands pertaining to the 911 operator, fire dispatcher, and police dispatcher; and conflict resolution techniques.
Skill in: operating communications equipment, (CTI phone system, radio system, computer terminals, and printers) quickly and accurately; and office management, supervision, training, and personnel selection.
Ability to: manage the police communications division; prepare justifications of budget proposals; compile and analyze statistical information, staffing justification, and other reports; objectively evaluate procedures and personnel and implement appropriate corrective actions; communicate with, and respond pleasantly to, a demanding and diverse public in answering questions, policies, and handling complaints; exercise initiative in the improvement of Communications Center operations; understand technological concepts; direct, supervise and evaluate the work of subordinate professional-level supervisors; and establish and maintain effective working relationships with subordinates, coworkers, management, other City employees, public officials, employees from other agencies, and the general public.
