Graduate Studies (GS) advocates on behalf of graduate students and postdoctoral scholars, supports the faculty and staff engaged in delivering graduate education, and administers academic and administrative policies affecting graduate students and postdoctoral scholars in ways that foster a culturally and intellectually diverse environment characterized by high academic standards. Graduate Studies at UC Davis includes more than 100 dynamic degree programs, and a diverse and interactive student body from around the world.
Job Summary
Working closely with the Graduate Studies Academic HR Analyst 5 provide advanced level research, guidance, consultation, and interpretation in the specialized and complex area of academic personnel for graduate students and postdoctoral scholars. Using technical knowledge and understanding of academic personnel policies and labor relations contracts, anticipate and define potential problems and develop a range of potential solutions.
Position requires highly technical understanding and application of all relevant policies and procedures, and the ability to gather complex information from a variety of sources and distill into a concise analysis with clear and unique recommendations that consider potential campus and system-wide impact of actions and efforts to reduce liability and risk. This position is designated as a confidential position and has regular access and input to collective bargaining and grievance documents and communications.
Conducts analysis of unique issues and makes recommendations, proposes remedies in compliance with systemwide policy and contracts. Provides analysis, training and guidance to deans, department chairs and their designees and provides information, interpretation and recommendations related to academic personnel policies.
Oversees complex graduate student and postdoctoral scholar academic appointments, exceptions and contract implementation. Campus resource for academic HR specialists. Develops and delivers academic personnel training to faculty and academic HR specialists in deans’ offices (DO), departments and through campus SDPS.
This position is one of three staff primarily responsible for policy and procedure interpretation in the specialized area of graduate student and postdoctoral scholar academic personnel. This role has a direct, campus wide impact on the constantly fluctuating graduate and professional student population; 100 graduate programs; plus the faculty and staff associated with graduate education and postdoctoral research.

MINIMUM QUALIFICATIONS
Minimum Education/Experience:
Professional experience working in and supporting the objectives of a highly visible central office. Expert political acumen and professional experience to work in an executive-level office environment. Experience maintaining confidentiality of personnel or other sensitive issues and exercising discretion in dealing with controversial or potentially sensitive topics.
Experience assessing problems and developing solutions based on research, analysis and interpretation of university policies, practices and procedures for academic personnel and their applications to all academic titles.
Experience coordinating large volumes of work; managing detailed projects with conflicting priorities and competing deadlines; and establishing goals and workload priorities.
Experience conducting investigations. Demonstrated interviewing experience to gain confidence and cooperation of interviewees and the experience to elicit information interpret responses and discover relevant facts. Ability to communicate investigation results in a clear and convincing written report.
Minimum Knowledge, Skills, and Abilities (KSA) :
Communication skills to effectively and professionally communicate in person, in writing and on the telephone; ability to understand and give adequate consideration to others’ priorities, opinions and concerns with the skill to interpret inquiries and requests to formulate appropriate action or response.
Organizational and analytical skills to independently assume general assignments, research and interpret data and policy, write cogent and persuasive recommendations and present analyses both orally and in writing.

PREFERRED QUALIFICATIONS

Advanced knowledge of and experience with campus-wide offices, academic employment contacts, campus structure, policies and resources strongly desired.
