Department Summary

 

The Office of the Vice President for Research and Innovation (OVPRI) – Research Integrity unit is a team of professionals who proactively manage compliance and identify risks associated with research, including export controls, animal welfare, human subjects research, and conflict of interest disclosures.

Position Summary

 

The Associate Director of Conflicts of Interest and Export Controls reports directly to the AVP of Research Integrity. The Associate Director works in partnership with senior leadership to proactively develop systems to process and monitor conflict of interest disclosures and export control compliance. While possessing substantial experience in conflict of interest disclosures and export controls, the Associate Director leads high-profile initiatives and serves as a thought leader in supporting the work of team members who receive and process disclosures relating to conflicts and exports. The Associate Director works independently and as a team lead to process sensitive matters in a timely manner, navigate and advise on faculty concerns, and exercise judgment in the development of processes that will have broad implications for ethics, integrity, and compliance promoting national security in the research environment.

 

Responsibilities include the following general areas:

 

• Provide leadership and vision by creating and delivering education and training programs related to conflict of interest and export control compliance, and foster a culture of research integrity. Assess training needs and develop and continue to refine an outreach strategy.

 

• Proactively direct and manage operations related to compliance with UO’s export controls compliance and conflict of interest disclosures, including developing and managing policies and standard operating procedures in accordance with regulations and best practices. This position consults in the development of the most complex management plans, navigating the reduction of administrative burden, and providing best-in-class customer service, while ensuring compliance with applicable rules. This position facilitates the Conflict of Interest in Research Committee (COIRC).

 

• Maintain substantial expertise to enable support and direct supervision for the work of staff processing foreign engagement, export controls, and conflict of interest disclosures.

 

• Maintain, monitor, and report on high-quality data about the effectiveness of the conflict of interest and export control compliance programs.

 

• Apply strong attention to detail and in-depth regulatory knowledge of laws and policies regarding conflict of interest disclosures and export controls; apply best practice knowledge in operations to facilitate regulatory compliance and research integrity.

 

• Work directly and in close collaboration with colleagues in offices such as Sponsored Project Services, Office of the Provost, Office of General Counsel, Office of the Vice President for Finance and Administration, Research Compliance Services, and Innovation Partnership Services.

 

• Develop and maintain the university’s export compliance management program and technology control plans as needed.

 

• Monitor developments in federal research guidance and state ethics laws, and as an expert in ethics, conflicts of interest, and export controls, lead stakeholders in UO’s strategic responses to new requirements and emerging best practices for promoting security in research. Continue to learn new and unfamiliar areas of law and research.

 

• Professionally represent the University of Oregon at external functions related to research integrity. Participate in continuing education and regional and national professional development opportunities with other practitioners in conflict of interest and export controls to maintain and further develop knowledge.

 

• Serve as a backup to the Export Control Officer. Manage, lead, and complete special projects and other duties as assigned.

 

This position is located in Eugene, but remote and hybrid options may be considered.

 

Minimum Requirements

• Advanced degree plus five years of experience in the field of research administration, with demonstrated experience working with highly regulated areas of research, including compliance, export controls, and/or conflict of interest; OR

 

• Bachelor’s degree plus seven years of experience in the field of research administration with demonstrated experience working with a broad range of research, including compliance, export controls and/or conflict of interest.

AND

 

• Progressive responsibility within the field of research administration at an institution of higher education or relevant research-based entity, including leadership and at least 1 year of supervisory experience.

Preferred Qualifications

 

• Significant experience working collaboratively in a research-intensive institution of higher education.

 

• Law degree or similar advanced technical degree in areas relevant to conflicts and exports review, such as privacy, science, or engineering.

 

• Research and compliance experience.

 

• Experience in a team-based professional setting and working with constituent groups.

 

• Experience with at least one area of conflict of interest management (Financial Conflicts of Interest in Research, Conflicts of Commitment, or Conflicts of Interest) or as an export control officer.

 

• Ability to manage and interpret data using appropriate digital and other tools.
