OVERVIEW

The Refugee Medical Screening (RMS) Program Officer (RMS PO) position supports the operations of the Refugee Health Services (RHS) Division and the administration of the Medical Replacement Designee for the state of Texas. The RMS PO is responsible for overseeing administration of the RMS program in compliance with Office of Refugee Resettlement (ORR) and Centers for Disease Control and Prevention (CDC) regulations and guidelines and supports the overall operations of the RHS team. The program serves refugee, asylee, Cuban/Haitian Entrant, Special Immigrant Visa holder, and Victim of Trafficking populations. This position is based in Austin, Texas. The position will report to the Texas Refugee Health Coordinator.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Support the high-quality, timely, and cost-effective administration of the Texas Refugee Medical Screening (RMS) program;
• Assist Refugee Health Coordinator in providing statewide subject matter expertise on refugee health in the ORR core areas of: initial medical screening and surveillance, ongoing health care, health education, and partnerships and outreach;
• Serve as a key point of contact on day-to-day operations for contracted local health departments and other entities providing RMS clinical services;
• Work with RMS providers to ensure culturally appropriate services and compliance with ORR and CDC clinical guidelines and requirements;
• Manage multiple contracts, including programmatic and fiscal components;
• Oversee processes and necessary documentation related to invoices, patient visits, pharmaceutical ordering inventory management, etc.;
• Monitor, audit, and provide technical assistance related to program performance and contractual agreements;
• Process and analyze refugee health assessment data through the Electronic System for the Health Assessment of Refugees (eSHARE) database;
• Serve as a key point of contact for eSHARE database enhancements and functionality;
• Coordinate, compile, and submit internal and external programmatic reports;
• Develop and revise statewide documents, policies, procedures, and standard operating procedures to promote high-quality and cost-effective refugee health services; and
• Perform other responsibilities as assigned by the supervisor.

POSITION REQUIREMENTS

• Bachelor’s degree in related field from an accredited institution with coursework in public health or healthcare administration; Master’s degree preferred;
• Two to three years of demonstrated experience in program operations, administration and oversight; monitoring experience is preferred;
• Experience working with health and human service organizations, including federal, state, local governments, clinics, hospitals, nonprofits and community, ethnic and faith-based organizations;
• Working knowledge of the overall refugee resettlement process;
• Demonstrated track record of cultural competence and experience working with international populations;
• Excellent written and interpersonal communication skills such as writing reports and materials for different audiences and public speaking;
• Strong skillset in MS Word, MS Excel, MS PowerPoint, and Adobe, preferred skillset in MS Access;
• Self-starter with the ability to work well in a team, juggle multiple priorities, and meet regular deadlines;
• Strong attention to detail; must be highly flexible, and able to keep multiple assignments moving forward with a continuous focus on improvement;
• Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of confidential information, and an appreciation of a multicultural workplace;
• Dedication to the human rights of refugees, immigrants, asylum seekers, and displaced people; and
• Reliable transportation, valid US driver’s license, and active insurance policy.

TRAINING REQUIREMENTS

• Satisfactory completion of USCRI’s Orientation and Training; and
• Complete additional training as identified by supervisor or Human Resources.

PHYSICAL DEMANDS

• Use of manual dexterity, tactile, visual, and audio acuity;
• Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands; and
• Occasional lifting (up to 25 pounds), bending, pulling, and carrying; and
• Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
