Duties
Responsible for the management of the DOS Real Property Leasing Program through the implementation and oversight of the interagency housing policy as set forth in the Department’s Foreign Affairs Manual.
Ensures maintenance, integrity, and improvement of the electronic lease waiver system. Serves as an expert in providing data analysis reports in support of lease management decisions or recommendations.
Provides authoritative support to the real property leasing efforts at all U. S. diplomatic missions overseas through guidance and interpretation of DOS regulations, policies, and procedures;
Develops and delivers guidance and training on leasing policies and procedures. Develops performance measures used in the day to day management of the Department’s Real Property Leasing Programs
Performs a wide variety of functions related to the administration and management of the Department.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience maintaining contacts with other organizations or agencies to provide guidance on lease management programs.
Experience managing complex programs such as a lease management and housing programs.
Experience reviewing leases to ensure compliance with mandatory model lease clauses.
There is no substitute of education for specialized experience for the GS-13 position.
