Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran’s community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America’s Veterans by providing exceptional health care that improves their health and well-being.
Major Duties Listed but not limited to:
- Classifies and processes transactions that include verifying the accuracy and completeness of the accounting data, compliance with regulations, determining the accounts and subsidiary accounts affected and determining the entries to be made
- Purchase orders, obligation control documents, construction contract documents, deposits, debit vouchers, replenishments, returned checks, Non-MCCF accounts receivable, and accruals for such items as salary, payables and purchase card orders
- Analyzes each voucher or invoice to determine propriety of payment to include required certifications by authorized officials, compliance with contract provisions, price agreements, and/or other directives
- Coordinates and resolves discrepancies and/or problems
- Maintains multiple spreadsheets with financial data to include but not limited to; obligation control document tracking spreadsheet, IPPS, payments, returned checks, etc
- Maintains the database for beneficiary travel mileage vouchers
- Reviews transactions for timeliness and reasonableness and resolves problematic areas
- Verifies that obligations are set up timely (coordinates with service lines to set up obligations)
- Researches and analyzes discrepancies or problems noted and determines the corrective entries required to adjust accounts
- Prepares journal vouchers, inter-office transfer vouchers, and expenditure transfers
- Conducts audits/financial reviews of the various functions both within and outside of Finance Service
- Assists in performing financial audits, including the unannounced agent cashier audit and Financial Quality Assurance Audits as well as prepare documentation for external audits
Work Schedule: Monday – Friday, 7:30am – 4:00pm (work hours may be further discussed during interview)
Telework: Regular and Recurring, This can be defined as an approved telework schedule where eligible employees work at an alternative work site on a regular, recurring, and ongoing basis. Employees may work as few as one day per month or as many as five days per weekVA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Individual Occupational Basic Requirement:
- Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”)
- OR
- Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
- (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
- (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
- (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
In addition to meeting both the time-in-grade requirement and the basic qualifications requirement above, applicants must meet the experience and/or education as described below:
- Specialized Experience: Applicants must have at least one year of specialized experience equivalent to at least the GS-7 grade level. Examples of specialized experience would typically include, but are not limited to: Following established policies and procedures in reviewing and processing a variety of financial transactions in an automated financial/accounting system including analyzing financial information for discrepancies and making corrective adjustments, creating and analyzing accounting systems reports for discrepancies and responding to a variety of customer inquiries on financial transactions.
- OR
- Education: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and the applicable education as identified in the basic requirements.
- OR
- Combination of Specialized Experience and Education: Applicants may also an appropriate combination of specialized experience and education. Only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level. The education must have been earned in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Physical Requirements: Physical demands are of the type that would normally occur in an office environment. Incumbent is subject to normal pressure in meeting accounting deadlines. (Monthly/quarterly reconciliation and end of the year close out) Work is primarily sedentary but may require some walking, bending, standing, lifting, stooping, climbing stairs, carrying computer reports, files, manuals and ledgers.
Work Environment: The work is usually performed in an office setting. Incumbent is responsible to learn, practice and support all existing safety practices relevant to this position. Incumbent will further contribute to and keep abreast of safety practices as they are developed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
