Duties

Major duties include but are not limited to:

• Controls and responds to incoming and outgoing correspondence: determining priority, establishing suspense dates as required, referring to a supervisor or appropriate co- worker, and following-up to ensure suspense dates are met.
• Responds to a variety of inquiries regarding program policy and procedures.
• Screens questions or complaints from employees and union inquiries by determining the nature and scope of the problem.
• Informally resolve issues that can be satisfied by an explanation of personnel policies, such as the difference between absences without leave and leave without pay, and refers significant problems with potential for formal grievances, appeals and/or other third- party complaints to the appropriate HR Specialists in these program areas.
• Provides information and assistance to employees and supervisors based on interpretation of regulations and rules.
• Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as disciplinary actions, grievances,appeals, complaints, and drug testing.
• Evaluates sensitive personnel issues and counsels employees on the requirements and repercussions of viable options.
• Provides administrative support by responding to questions, complaints, problems or situations, and providing explanations of HR policy in Employee and Labor Relations.
• Identifies relevant facts and issues, analyzes individual circumstances, interprets data to determine facts surrounding required actions, determines relevant guidance and procedures, prepares s and recommends appropriate corrective actions commensurate with assignment.
• Conducts regulatory research to provide a thorough response.
• Assists HR Specialists on special projects by gathering andorganizing data, identifying issues and discrepancies, formatting material, and recommending improvements and solutions.
• Assembles evidence files and obtains information from relevant sources necessary for the HR Specialist to determine appropriateguidance/advice to management.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conference, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

• Specialized Experience at the GS-05 Grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience tracking, coordinating, updating, editing, compiling and maintaining files and records; clerical and administrative skills such as records management; skill in using computer applications for functions such as word processing, spread sheets and database management; skill in time management, multi-tasking and organization; and communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing.
• Education Substitution for Specialized Experience at GS-05: Successful completion of at least a full four-year course of study above high school leading to a bachelor’s or higher degree with major study or at least 24 semester hours in subjects directly related to the position.
• Combination of Experience and Education Substitution for Specialized Experience for GS-05: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of undergraduate education in excess of 60 hours (total semester hours minus 60) by 60. Add the two percentages. The total percentage must equal at least 100% to qualify.

• Specialized Experience at the GS-06 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting ER/LR staff in routine s and correspondence in order to ensure program requirements are met; processing performance appraisals, providing technicial review or guidance of a performance evaluation process; maintaining files, databases, systems and correspondence for each program for ER/LR staff to access when needed; carrying out basic assignments as instructed by ER/LR staff; providing basic technical assistance to employees/managers concerning the preparation of performance standards and evaluations; providing assistance to ER/LR staff concerning the administration and control of ER/LR programs such as awards, performance, competencies, disciplinary/adverse actions, leave administration, telework, reasonable accommodation, etc.; resolving basic problems pertaining to employees’ conduct or dissatisfaction, poor work habits, tardiness and absences; processing requests for changes in employees’ tour of duty and requests for leave; preparing announcements to communicate program information, requirements and deadlines to employees; and advising employees, managers and supervisors on basic aspects of benefits program.
• There is no educational substitution for the GS-06 level.

• Specialized Experience at the GS-07 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing routine assistance and support to ER/LR staff in the management of programs (e.g., employee/labor relations, performance/competencies, awards, disciplinary/adverse actions, leave administrations, benefits and other related matters); assisting ER/LR staff in the development and maintenance of s, databases, correspondence, s, competencies in order to ensure it meets policies and requirements; processing performance appraisals, providing technicial review or guidance of a performance evaluation process; carrying out familiar assignments in accordance with previous instructions and standard procedures creating documents, entering/retrieving data and established use of software packages; providing assistance in program areas with coding, records, maintenance and technical review of forms; assisting ER/LR staff by developing case files, drafts, evidence packages, and suspense’s to ensure compliance with Master Agreements; providing accurate and current information to employees, supervisors, ER/LR staff and senior leadership on program requirements; preparing, proofreads, prints and distributes necessary documents concerning disciplinary/adverse actions; resolving minor problems pertaining to employees’ problems concerning conduct, dissatisfaction, poor work habits, tardiness, and absences; processing requests for changes to tour of duty and leave administration; preparing employees’ requests for information pertaining to earnings, employment history, reason for separations, etc.; preparing announcements to communicate program information, requirements and deadlines to employees; advising employees, managers and supervisors on complex benefits information, as well as maintains databases and prepares s; and completing application package for retirements, estimates of annuity, forms and supporting documentation. NOTE: This experience must be supported in your resume to be considered for the position.
