Provides expert advice, guidance and assistance to the BJA Director concerning administrative and policy aspects of BJA programs, proposals, and initiatives; significant and anticipated problems; and other matters in which administrative or policy issues are involved.
Analyzes and prepares reports on questions or issues of priority to the Director. Evaluates policies and directives from DOJ and OJP and advises on action necessary to establish the framework of BJA policies and objectives.
Manages the Director’s speechwriting process.
Works with the BJA Deputy Directors, Associate Directors, and staff to ensure the timely development of talking points and speeches that are appropriate for the audience and reflect BJA’s most current data and programmatic information.
Serves on various working groups, committees, boards, both within OJP and the Department, other Federal agencies, and the White House. Serves as the point of contact for all requests for BJA views on legislation related to the criminal justice system.
Plans, organizes, and carries out analytical studies involving the planning, development, and implementation of major agency programs of national scope and impact.
Reviews matters of BJA-wide significance to ensure that procedures are in accordance with the policies and plans of the Director. Identifies and monitors actual or potential problem areas that require management decisions, and recommends specific courses of action that will resolve the problem or correct deficient performance.
Prepares and coordinates the development of BJA’s strategic planning activities. Formulates and recommends plans to improve program policies, practices, methods, and organizational structure.
Attends conferences and meetings between the Director and members of BJA, OJP, officials of other Department components, other Federal agency staff, Congressional staff, and White House personnel.

MINIMUM QUALIFICATIONS
Grade 15:
Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include: Directing analytical studies involving criminal justice related issues; Completing high priority special projects, studies, and/or initiatives involving complex, critical, or sensitive criminal justice related issues; Providing expert recommendations on complex criminal justice related issues or problems; Leads criminal justice programs of significant size and complexity by conceptualizing, planning, organizing and implementing new or evolving policies and activities.

This position has a duty station of Washington, D.C. The selectee will be required to physically report to the OJP office building at least four days per two-week pay period and may incorporate leave and official travel plans into this reporting requirement. The office director or supervisor may request the selectee’s presence in the office more frequently, as determined by the needs of the office. The selectee will be responsible for covering all commuting-related travel expenses. OJP employees are eligible for one transportation benefit – parking or the Department of Justice (DOJ) transit subsidy.
This position is excluded from the bargaining unit.
TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
