GENERAL DEFINITION OF WORK:
Under direction, performs complex professional, technical, administrative, work related to the operation, expansion, and planning of the County’s water transmission, storage, and distribution systems and sanitary sewer treatment, collection and pumping facilities. Working within broad policy and organizational guidelines, independently plans and implements projects and reports progress of major activities through periodic meetings with supervisor. Employee must exercise initiative, independent judgment, tact, and courtesy in the performance of job duties. Reports to the Director of Public Utilities.
ESSENTIAL FUNCTIONS:
Assists the Assistant Director of Public Utilities as project manager/project engineer for department projects affecting water supply, transmission, storage, distribution, and sanitary sewer systems; interacts with and coordinates work of consulting engineers, developers, and contractors.
Assists the Assistant Director of Public Utilities in day-to-day operations by ensuring regulatory records, technical reports, documents, and letters are prepared as needed to develop and present reports and matters to regulatory agencies, the Board of Supervisors, County Administration, and the general public as required.
Assists the Director of Public Utilities with regulatory efforts and initiatives for compliance with applicable federal and state regulatory and performance standards prescribed by the Virginia Departments of Health and Environmental Quality and the Environmental Protection Agency.
Assist the Assistant Director of Public Utilities in the establishment and management of a preventive maintenance plan for the County’s water supply and sanitary sewer systems.
Reviews and approves technical plans and specifications for expansion/repair/replacement of the water and sanitary sewer systems.
Reviews site plans and development construction plans for compliance with regulations and county long range plans.
Assists the Director of Public Utilities in development of an annual budget for operating expenses by tracking and monitoring costs associated with operation of the water and sanitary sewer systems to create data-driven budget requests.
Develops, manages and updates computerized water and sewer models.
Assists the Director of Public Utilities and Assistant Director of Public Utilities in developing Capital Improvement Plans for the water and sanitary sewer systems to meet changing regulatory requirements and system operating conditions by identifying/recommending upgrades, modifications, or improvements to equipment and facilities. Plans and implements approved activities within normal budgetary procedures.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Broad knowledge of civil engineering and computer modeling as it pertains to water and wastewater systems. Broad knowledge of all federal, state, and local regulations with regard to the operation and maintenance of a municipal water and sanitary sewer systems. Broad knowledge of the principles of plumbing and hydraulics as related to water systems. Must have considerable knowledge of the occupational hazards and safety precautions of utilities work. Broad knowledge of the current literature, trends, and development in the field of utilities operations and administration. General knowledge of the operating principles and practices, and maintenance requirements of water and sanitary sewer systems, and plant equipment and machinery utilized in water and sanitary sewer operations. General knowledge of the engineering, chemical and bacteriological principles and practices related to large-scale water and sanitary sewer operations. General knowledge and experience with ARC-GIS and CAD programs and applications. General knowledge of personal computers and commonly used Microsoft Office software products to include Outlook, Access, Power Point, Word, and Excel; specialized programs and the internet. Ability to read and interpret engineering plans and specifications and maintain records and prepare clear and concise reports. Ability to reason and make sound judgements. Ability to understand and follow both written and oral instructions Ability to communicate effectively and efficiently in Standard English and engineering, mechanical, and electrical terminology. Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress and/or emergency situations. Ability to establish and maintain effective working relationship with municipal and State officials, developers, and contractors and as otherwise necessitated by work assignments. Ability to prepare correspondence, reports, forms, budgets, studies, construction estimates, purchase orders, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Ability to perform accurate mathematical calculations with or without the use of a calculator, adding machine, or measurement devise. Ability to speak before groups of people with poise, voice control, and confidence. Ability to provide guidance and give clear instructions. Ability to handle a variety of office equipment.
EDUCATION AND EXPERIENCE:
Possession of a bachelor’s degree in civil engineering, or related field. Three (3) to five (5) years of progressively responsible work experience dealing with municipal water and wastewater operations, maintenance, and construction. Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:
The work is normally performed in an office in a seated position; however, this job requires frequent standing, walking, bending, stooping and the occasional light lifting of office items up to 25 pounds in weight. The work also involves occasionally climbing stairs, ladders and other obstacles found on construction sites and treatment plants. The employee may be exposed to adverse weather conditions including extremes in temperature, pollutants and caustic chemicals
EVALUATION:
Performance will be evaluated on the ability and effectiveness with which the incumbent accomplishes the above responsibilities. Performance on this job will be evaluated by the Director of Public Utilities.
