A Brief Summary of This Position:
Under the direction of the General Manager, with a reporting matrix to the Coatings Division, HR Business Partner and Regional Safety Business Partner this position is accountable for the development, recommendation, implementation and administration of programs, systems and services which maximize the division and the HR potential for the Coatings facility. This position has responsibilities for West Point Galvanizing, as well as Siouxland Galvanizing, in Sioux City, IA. This position also requires individual initiative on special projects to complete a wide variety of tasks that are part of Valmont’s comprehensive EHS initiatives. This includes leading the activities of the site’s health and safety related teams. This position must be able to align the site’s EHS activities with Valmont’s overall environmental, health and safety strategies. The incumbent is responsible to detect sub-standard EHS performance using leading and lagging indicators and take action in conjunction with appropriate site and division leadership teams. It is critical that position assists others in their growth and knowledge in Health and Safety practices. It is expected that this position interacts with site production employees to identify and control hazards that can result in harm.
HR Essential Functions:
· Reports to the site General Manager and has a direct working relationship with the site Operations Manager, department supervisors, Division HR Manager, Coatings Division HR Vice President, and Coatings Regional Safety Manager.
· Must keep up to date and have general understanding of legal requirements and government reporting regulations affecting the human resources function.
· Posts job openings in order to comply with Valmont’s Affirmative Action Plan and ensures that all wage and hour and regulatory labor/employment posters required by city/county, state and federal law are posted and up to date.
· Assists with staffing including placing ads, reviewing applications, pre-screening applicants, interviewing, performing new hire orientation, E-Verify compliance, new employee training, performance management and employee development planning.
· Ensures timely HRIS data input relating to new hires, pay increases, position changes, and terminations. This position works closely with Division HR and HR Regional Manager to make organizational changes outside of the typical department framework. This position is responsible for correct time tracking and attendance records and transmitting hours to Corporate Payroll and for logging all long term leaves of absence into HRIS.
· Maintains personnel files and keeps records of personnel transactions such as hires, promotion, transfers, performance reviews, corrective actions and terminations and employee statistics for both internal and external compliance reporting.
· Assists the General Manager, Operations Manager and Supervisors in documenting employee discipline issues and participates in employee counseling sessions. Works with Regional HR Manager and site General Manager to determine appropriate level of discipline and assists in relaying recommendations to Coatings Management.
· Notifies all manages of performance evaluations and tracks all completed reviews to ensure evaluations are given in a timely manager.
· Assists employees with benefit related open enrollments. Provide employees needing FMLA or STD claims the appropriate information to file a claim with The Hartford. In addition, this position will work with the employee and management to ensure that all reasonable accommodation requests are handled appropriately and that the interactive process for return to work situations is followed and documented. This position may also serve as the co-coordinator of the site safety program.
· Utilize legal counsel to respond to agency audit request, complaint investigation/resolution measures, unemployment claims & appeals (OSHA, EEC, DOL, OFCCP, DFEH, etc.)
· Weekly payroll submission for production and biweekly payroll submission for salaried employees
Safety Essential Functions:
· Function as the site level coordinator in the company’s Health and Safety database to manage data related to health and safety events such as injuries, workers compensation claims, near miss incidents and internal and external inspections.
· Manages implementation of the Valmont’s global safety and environmental standards which includes, but is not limited to, Hazardous Energy Control/Lockout, Confined Space Entry and Waste Storage.
· Assist the deployment of environmental, health and safety teams (e.g., Safety Committee, Green Team, etc.) and facilitates their engagement in ownership of the activities required to maintain compliance, reduce the site’s environmental footprint and drive continuous improvement.
· Assist with development and maintenance of training processes to ensure that required environmental, health and safety training is defined, addresses required content and is tracked to completion.
· Successful completion of the Valmont EHS Coordinator curriculum within 12 months of hire
Other Important Details about the Role:
· Conduct new employee orientation to foster a positive attitude toward the company and to set the employee up with others who will assist in his/her on-boarding
· Conduct enrollment sessions for benefits programs such as life, health, dental, disability insurances, stock purchase, and VERSP (Valmont Employee Retirement Savings Plan) and assist annually in open enrollment communication meetings regarding these benefits. Informs employees of other benefits including, but not limited to, vacation, leave of absence and the Employee Assistance Program,
· Assist management with the identification of priority training needs; designs, coordinates, and conducts skill training for managers, supervisors, and employees.
· Assist management in respirator, forklift, straddle truck, and company policy training (i.e. No Harassment, Rules of Conduct, etc) of personnel.
· Maintains job descriptions for use in job evaluations, employment placement, and performance evaluations.
· Prepare and monitor the Affirmative Action Program
· Creates and initiates new and ongoing employee engagement activities
· Daily engagement with employees on the floor to foster a cooperative safety program
· Assist in safety meetings and safety committee meeting
· Collect and enter data for all safety contacts and hazard identifications
· Assist in accident and near miss investigations, determine root cause and implement appropriate countermeasures
Required Qualifications of Every Candidate (Education, Experience, Knowledge, Skills and Abilities):
· Preferred Bachelors with 3+ years relevant experience or Associates Degree with 5+ years relevant experience or 7+ years of relevant experience
· Working knowledge of HR regulatory compliance
· The ability to travel domestically up to 10% of the time
· Ability to communicate and work well with others
· Strong working knowledge of Microsoft Office Suite products
· Working knowledge of the basic HR functions: Recruiting, Compensation, Benefits, Employee Relations, Regulatory Compliance, Performance Management
· The ability to read, interpret and develop safety policies, procedures, training materials and standard operating instructions and procedural manuals
Highly Qualified Candidates Will Also Possess These Qualifications
· Master’s Degree
· Bilingual – able to communicate professionally in verbal and written form in both Spanish and English
· Previous experience with ADP Workday or other HRIS Systems
· PHR or SPHR certification
· Safety compliance
· 1-2 years of experience in manufacturing
· Experience using Lean methodology in a manufacturing environment
· Experience utilizing and maintaining Environmental Health and Safety database programs
Working Environment and Physical Efforts:
Work is typically performed in an office setting and in a manufacturing shop environment. Personal Protective Equipment (PPE) such as safety glasses and hard hats may be required in most manufacturing areas and it is the Safety Coordinator’s responsibility to ensure that all people (employees, vendors, customers, visitors) are in conformance with all safety requirements and that all employees are enforcing the safety requirements consistently and without exception. The incumbent is regularly required to sit for extended periods of time, as well as talk and listen on the phone and in personal conversations or meetings. Environment is fast paced and demanding most of the time. No travel requirements for this position. The employee frequently is required to use hands to finger, handle, or feel and reach with hands and arms while working in the office with various files and forms and while working on the computer. The employee is occasionally required to move about the office. Incumbent must utilize proper ergonomic safeguards such as monitor height and positions, keyboard location and height and proper wrists rests. The employee must occasionally lift and/or move up to 15 pounds in working with large files, binders, and computer equipment. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and depth perception.
