Vaughn College, in Queens, New York, seeks an assistant vice president of human resources to support the faculty and staff. Founded
in 1932, Vaughn serves a population about 1,300 students and 300 full-time and part-time staff. More than 80 percent of the students come
from a minority background, and the majority of faculty and staff are also diverse. The ideal candidate will be a team player, an excellent
communicator and understand the importance of developing talent for long-term retention.

this is a study published in The New York Times that ranked higher education institution’s that we the best at moving students from
the bottom 40 percent in income to the top and Vaughn was number one in the nation.
The assistant vice president directs
human resource is a critical role in the institution and supports every department on campus and is assisted by two human resource
generalists. The successful candidate will be a collaborator, effective communicator and a transformational leader. The person will have a
record of innovation in progressive management responsibilities and technical expertise in human resources. Areas of responsibility include:
employee relations, compensation, recruitment, organizational development, benefits, strategic planning and training programs with an
emphasis on employee relations. The position reports to the vice president of finance and business services and often works closely with the
president. Essential duties and responsibilities include the following:
Education and
Training:
- Develop and implement effective management policies and trainings on a campus wide level
- Provide management training to all supervisors including consultation in resolving employee concerns
- Develop campus wide
surveys for all departments to improve quality of effectiveness of managerial feedback and plans for performance improvement - Provide the faculty and staff of Vaughn with support for their health and wellness including health benefit fairs, oversight of the
employee assistance program, employee recognition events, and other initiatives (especially during the pandemic) that provide additional
support to all employees
Strategic Guidance to the Institution
- Provide expertise in strategic planning, organizational development and structure
- Ensure that the institution is following
equitable policies and practices in terms of organizational structure, job classification, performance evaluations and salary structure to
provide the institution with guidance about continuous improvement
Oversight of Policy and
Procedure
- Screen applications, background checks and resumes ensuring qualified applicants are referred to
departments for consideration - Review all employee notices written by supervisors as well as approve disciplinary actions taken by
supervisors - Consult with attorneys as needed to ensure fair and equitable practices for all employees
- Conduct
investigations concerning employee issues - Ensure College personnel follow all Department of Labor regulations
- Maintain the
“Employee Handbook,” write any policy revisions and maintain all administrative bulletins
Manage the Office of Human Resources
- Supervise the human resource staff, prepare
the annual budget, participate in the annual assessment process - Oversee payroll and benefit packages including renewals of medical,
dental, life insurance and disability - Provide reporting for outside agencies as well as manage the annual audit of the defined
contribution retirement offering - Monitor and report time and attendance for employees
- Responsible for unemployment
insurance, worker’s compensation and disability reporting and oversight
Qualifications:
- Bachelor’s degree required; master’s degree preferred
- 10 years human
resource experience with emphasis on employee relations
