To direct, manage, supervise, and coordinate the programs and activities of the Environmental Health Division within the Health Department; to coordinate assigned activities with other Village departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the Public Health Director.
Receives administrative direction from the Public Health Director.
Exercises direct supervision over management, supervisory, professional, technical and clerical staff.
ESSENTIAL OF DUTIES–Essential and other duties and responsibilities may include, but are not limited to, the following:
Knowledge of:
Operational characteristics, services and activities of an environmental health program.
Principles, practices and application of epidemiology and the relationship to disease spread and control.
Sanitation and environmental health principles including vector and nuisance control, garbage and refuse disposal, noise pollution, water and sewer systems, indoor and outdoor air quality and mold control.
Management skills to analyze programs, policies and operational needs. Principles and practices of program development and administration.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training and performance evaluation.
Pertinent Federal, State, and local laws, codes and regulations related to environmental health and safety.
Manage, direct and coordinate the work of lower level staff. Select, supervise, train and evaluatestaff.
Oversee and direct the operations, services and activities of the Environmental Health Division.
Read and interpret construction and engineering drawings. Develop and administer,division goals, objectives and procedures. Prepare and administer large and complex budgets.
Prepare clear and concise administrative and financial reports.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply Federal, State and local policies, laws and regulations.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain effective audio-visual discrimination and perception needed for:
— Makingobservations
— Communicating withothers
— Reading andwriting
— Operating assignedequipment.
Maintain mental capacity which allows the capability of:
— Making sounddecisions
— Demonstrating intellectualcapabilities.
Experience: Five years of increasingly responsible experience in public health or environmental sanitation including two years of administrative and supervisory experience. AND
Training: Possession of a Bachelor’s degree from an accredited college or university with major coursework in public health administration, environmental health administration or closely related field. A Master’s Degree in the areas listed above is preferred. AND
License or Certificate:Possession of, or ability to obtain, a valid certificate as a Structural Pest Control Technician within six (6) months of hire
Possession of, or ability to obtain, an appropriate, valid driver’s license.
Possession of a license as an Environmental Health Practitioner in the State of Illinois.
