The Portsmouth Health Department (PHD) is recruiting for an Environmental Health Technical Specialist/ District Standardization Officer (DSO) to serve as technical leader, mentor and subject matter expert as an advanced practitioner for the PHD EH Food Safety program. Additionally, the EH Technical Specialist may provide guidance in the general EH program, including rabies abatement, communicable disease investigation, and investigation of complaints. Performs complex Environmental Health functions, provides consultation and training to Environmental Health staff, assists Environmental Health Specialists in conducting training and may provide formal input into performance evaluations of Environmental Health staff. Minimum Qualifications
Considerable years continuous experience as an Environmental Health Specialist (EHS) Senior and standardized in the VDH Food Safety program. Have basic knowledge of biology and epidemiology; basic knowledge of principles/practices of Environmental and Public Health as it relates to Food Safety. The ability to interpret complex federal, state and local environmental policies, regulations, and laws. Have strong communication skills (both oral and written). Demonstrated ability to deal with the public and resolve conflict in a regulatory setting and the ability to prepare thorough documentation and reports of regulatory activities. Be skilled as an education/trainer teaching environmental health principles. Had the ability to interpret complex food-service architectural plans and conduct peer review of staff plan reviews when necessary. The ability to work independently and as a team member. In addition, have proficiency in utilizing computerized software, databases, and spreadsheets including Microsoft Office. Must possess a valid state driver’s license. Must be able to complete training for and obtain certification as a VDH Certified Food Safety Standardization Officer within 12 months of employment.
Preferred Qualifications
Preferred candidate will hold a National Environmental Health Association (NEHA) certification as a REHS and/or CP-FS, hold a Bachelor of Science Degree in Environmental Health, Public Health, Food Safety, Biology, Physical Sciences or related programs and possess knowledge and experience in the FDA Voluntary National Retail Food Regulatory Program Standards.
Special Requirements
Employment is contingent upon satisfactory results of a state and federal
criminal history background check and the Department of Social Service’s
Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List
check, employment reference check, and E-Verify. The selected candidate
must complete a Statement of Personal Economic Interests as a condition of
employment, if applicable (Va. Code § 2.2-3114). Other financial, credit,
driving, or other background checks prior to employment may be required
for certain positions.
VDH requires all Health-Care Personnel (HCP) to provide documentation of
immunization or evidence of immunity to the following: hepatitis B, measles,
mumps, rubella, and varicella; a one-time dose of tetanus, diphtheria, and
pertussis (Tdap) vaccine regardless of the interval since the last dose of
tetanus-diphtheria (Td) vaccine was administered (Td or Tdap boosters shall
be received every 10 years); and the current year’s seasonal influenza
vaccination.
In accordance with Executive Directive #18, as a condition of employment,
the Commonwealth of Virginia requires all Executive Branch employees,
including new hires, to disclose their vaccination status. If you are the
selected candidate, proof of vaccination will be required during new
employee orientation on your first day of work. Employees that are not
vaccinated must be tested weekly.
