This position performs day-to-day program oversight and supervision of staff and interns
who work in the area of community outreach and improvement of population health. This
position will have responsibility (either directly or through supervision of staff) for
community health data collection and analysis for community health improvement
planning. Works with community partners to coordinate community health assessments,
including overseeing work groups and programs that are developed through the
community engagement process. Provides facilitation and leadership in collaborating with
community partners to implement community health improvement plans. Seeks, applies
for, and manages grants to fund the District’s community outreach efforts in alignment
with community health improvement plans. This position also coordinates
with VDH regional PIO to coordinate response to media inquiries and issue press releases,
oversees all social media for the district. Characteristic duties include: program
development, planning, monitoring, analysis, preparing and monitoring grant applications.
Prepares presentations to public and private sector groups.
Minimum Qualifications
Knowledge of community health assessment, coalition building, public health program
planning, and implementation of outcome-based evaluation. Knowledge and skills for
collaborative creation of community health improvement plans. Conversant regarding the
social determinants of health. Skilled in writing for audiences of all reading levels and
coordinating with the media. Skilled in data collection and basic statistical analysis.
The ability to communicate the results meaningfully to a wide variety of audiences. Ability
to write effective grant proposals; identify/respond to training needs; develop and sustain
working relationships w/diverse individuals/groups; and communicate effectively verbally
and in writing. Knowledge and experience in planning and policy development, program
development, project management, and facilitation and/or coordination of
communications between work groups.
Preferred Qualifications
A Masters Degree in Health Education, Public Health, or related field; or commensurate
experience. Marketing or program development experience in a health care program.
Knowledge of and experience in political science.
Special Requirements
Employment is contingent upon satisfactory results of a state and federal criminal history background check and the Department of Social Service’s Child Abuse and Neglect Central Registry check, U.S. HHS IG Exclusion List check, employment reference check, and E-Verify. The selected candidate must complete a Statement of Personal Economic Interests as a condition of employment, if applicable (Va. Code § 2.2-3114). Other financial, credit, driving, or other background checks prior to employment may be required for certain positions.
VDH requires all Health-Care Personnel (HCP) to provide documentation of immunization or evidence of immunity to the following: hepatitis B, measles, mumps, rubella, and varicella; a one-time dose of tetanus, diphtheria, and pertussis (Tdap) vaccine regardless of the interval since the last dose of tetanus-diphtheria (Td) vaccine was administered (Td or Tdap boosters shall be received every 10 years); and the current year’s seasonal influenza vaccination.
In accordance with Executive Directive #18, as a condition of employment, the Commonwealth of Virginia requires all Executive Branch employees, including new hires, to disclose their vaccination status. If you are the selected candidate, proof of vaccination will be required during new employee orientation on your first day of work. Employees that are not vaccinated must be tested weekly.
Local and out of state travel including overnight stay, may be required from time to time to attend conferences, meetings, training, coverage, and professional development. May require some weekend and/or evening hours.
A valid State Driver’s License if required to operate a state vehicle or if operating a personal vehicle while conducting business on behalf of the agency.
