Job Description
Position PurposeThe Insurance Enrollment Specialist (LTE) provides expertise on the Affordable Care Act (ACA), Medicaid/Badger Care and Medicare, and serves clients and patients by enrolling them in appropriate insurance plans. Successful insurance enrollment ensures that patients and clients living with HIV have uninterrupted access to vital health care and treatment. The Insurance Enrollment Specialist is part of a service team that includes Vivent Health Case Managers, Housing staff, Insurance Coordinator, Financial Counselor, as well as staff of the Vivent Health Medical Center and Pharmacy. The Insurance Enrollment Specialist is also a part of Vivent Health’s Medical Home, working to enroll eligible patients in Medicaid and Medical Home, in conjunction with the Care Coordinators.

The start date for this position is late September and the position is expected to end in January 2023.**Scope of ResponsibilitiesVivent Health is one of the nation’s largest providers of HIV prevention, care and treatment services with a budget approaching $225 million and employing over 450 professionals.The unique, nationally recognized Vivent Health HIV Medical Home model of care assures that everyone with HIV has access to medical, dental, mental health and social services and provides the best opportunity for patients to achieve high quality health outcomes. Vivent Health also provides aggressive HIV prevention services to gay men, injection drug users and others at the highest risk for HIV infection.Vivent Health currently operates in multiple states nationwide. It embraces a Market Culture to increase access to care, enhance quality outcomes and achieve and surpass financial performance expectations and has an aggressive plan to expand into additional states.Position ResponsibilitiesResponsibilities include, but are not limited to the following:
- In collaboration with the Insurance Coordinator, outreach to identified patients and clients eligible for insurance through ACA, BadgerCare, or Medicare. This includes those uninsured and those needing to review their coverage. Utilize appropriate software programs (EPIC, Provide Enterprise). Seek out meetings and contacts with those affected to ensure coverage for vital, life-saving medical care.
- Assist patients and clients with enrollment in appropriate ACA and BadgerCare plans, as well as Medicare D, Medicare Supplemental and other relevant payors. This includes assistance with applications, obtaining income and insurance documents, and maintenance of coverage through educating clients on the importance of paying premiums, filing tax returns, and other required activities in coverage plans.
- Educate patients and clients on how the Affordable Care Act affects their insurance and benefit coverage and about the options available to them through ACA. Ensure that patients and clients understand the links between care coverage, adherence to care, and good health. Education will happen in individual client meetings in the Vivent Health Medical Centers during medical visits, at Vivent Health offices, at home visits, in community settings and in telephone calls.
- Collaborate with Social Services staff to ensure that patients and clients obtain appropriate and timely access to vital health care and social services that can benefit them, including medical care, dental care, mental health care, substance use treatment, legal services, housing services, food pantry services, financial assistance, transportation assistance, and holiday giving.
- Maintain appropriate client/patient files and timely documentation of services utilizing electronic case management and medical software such as Provide Enterprise and EPIC.
- Contribute as an active member of the Social Services Department by participating in staff meetings, in-service trainings and workshops, and providing support, peer mentoring, and training to co-workers as needed.
- Maintain a strong working knowledge of the ACA and Medicaid/BadgerCare and its effect on clients of varying incomes, health status, medical coverage, and backgrounds.
- Maintain a working knowledge of HIV/AIDS, treatments, risk reduction, case management, and other related issues through self-study and participation in trainings, workshops, and in-services and in consultation with supervisor.

- REQUIRED QUALIFICATIONS:
- Minimum of one year of conducting health care outreach, eligibility, and enrollment experience.
- Ability to establish and maintain effective public and working relationships with culturally diverse populations from a wide range of life circumstances and backgrounds.

- Availability to work partially remote with access to a computer, printer and scanner.
- Willingness to travel to other local Vivent Health offices.
- Willingness to work evenings and weekends as needed.
- Demonstrated effective written and verbal communication skills.
- Ability to maintain effective organization and keep clear records.
- Ability to prioritize and manage multiple tasks at once.
- Valid Wisconsin Driver’s License, insurable driving record, and access to a reliable insured vehicle.
- An Influenza vaccine is required of all new employees at the time of employment, and is required thereafter on an annual basis
- A tuberculin/TB skin test is required of all new employees at the time of employment, and may be required thereafter on an annual basis, depending on position.
