GENERAL RESPONSIBILITIES:
Monitor and manage Division resources to meet County goals and priorities. Coordinate the work of the Division to provide safe, timely, and cost-effective results. Lead Division programs in compliance with County, State, and Federal regulations. Coordinate with County and Community leaders to achieve common goals. Serve the County and its Customers with products and services of value. Direction is provided by the County Administrator.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

· Supervise subordinates by planning and assigning the work of subordinate permitting and inspection personnel to facilitate effective operations of Division.
· Advise inspectors on solutions to the more difficult and technical inspectional problems to ensure that codes, ordinances, procedures, and policies are applied equitably across all trades.
· Trains subordinates in inspection work to ensure accurate inspections are conducted.
· Manages the Divisions budget by preparing and submitting the annual budget proposal.
· Conducts Divisional needs assessments for staffing, training, and programming utilizing computer software and organizational resources to ensure effective operation.
· Serve as the Code Official.
· Evaluate codes, policies, procedures, guidelines, and standards through reading, reviewing, and interpreting to remain knowledgeable and serve as an information resource for other employees.
· Provide code interpretations to staff, design professionals, contractors, County staff, and the citizens.
· Collaborates with other departments, public, engineers, developers, and contractors by maintaining effective working relationships to promote cooperation and to coordinate enforcement of ordinances.
· Respond to requests and inquiries from County Commissioners/County Administrator in a timely and informative manner.
· Coordinate updated code adoptions as required.
· Provides oversight of the intake, plan review, approval, and issuance of building and related permits
· Foster communication, teamwork, and personal development to meet Division and County goals.
· Represent the county on or before state agencies, municipal governments, civic groups and organizations and various committees , commissions and boards.
· Review and provide input for court documents and testimony.
· Perform related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
· Extensive knowledge of building and permitting activities.
· Strong organizational skills, including the ability to work independently and effectively handle multiple priorities, complete detailed projects.
· within allotted time schedules, make independent decisions and exercise good judgement, and resolve conflicting positions and controversial issues.
· Ability to effectively organize and manage office functions including budget preparation and management, personnel selection, training, and evaluation,
· Preparation and maintenance of statistical data and reports.
· Ability to exercise sound judgement and objectivity in decisions affection personnel decision and other critical areas.
· Ability to organize work, establish priorities and complete assigned duties with minimal supervision and instruction.
· Ability to effectively supervise, direct and evaluate the performance of multi-disciplinary team of staff members.
· Ability to develop and maintain effective working relationships with elected and appointed officials: boards, commissions, and citizen groups; co-workers.
· Contractors/developers; and the general public.
· Strong and effective written and verbal communication skills, including the ability to effectively and clearly prepare and present complicated information to officials, peer group and citizen groups.
· Skill in operation of computers and computer software programs such as MS Word, Excel, Power Point and Auto CAD.
· Comprehensive knowledge of building materials, methods of construction.
· Comprehensive knowledge of various stages of construction when violations and defects can be most easily detected and observed.
· Ability to read and accurately interpret plans, specifications and other data and compare them with construction progress.
EDUCATION AND EXPERIENCE:
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
SPECIAL REQUIREMENTS:
· Prefer certified building official certification form the International Code Council (ICC) or ability to obtain within two years of employment. Must maintain certification.
· Possession of an appropriate driver’s license valid in the state of residence.
