Deputy Executive Director, Contra Costa Health Plan – Exempt Government Job Dept-Health Services Full Time

We are looking for someone who is:

1. Well versed in Managed Care and the health care industry
2. Has Strong verbal, written and analytical  skills
3. Understands how to manage a labor union workforce (HR/personnel experience)
4. Demonstrates experience with operational units in a regulatory environment (DHCS, DMHC, CMS)
5. Demonstrates experience in implementing new workflows and monitoring workflow success
6. Has knowledge of Project Management, Scrum or Lean Principles, within a Clinical Operations and Leadership role

What you will typically be responsible for:

1. Managing personnel functions for CCHP
2. Directly supervising Administration staff, Behavior Health, Appeals & Grievances Departments
3. Managing the Quality Assurance program
4. Leading the Strategic Planning and implementation of new regulatory requirements
5. Organizing the Duals & Special Needs Department
6. Perform staff surveys to assist in enhancing morale
7. Assisting in building the community collaboratives for the Community Advisor Committee and developing the Community Worker workforce for the entire unit
8. Working with the external trade associations like Local Health Plans of California (LHPC)  & California Association of Health Plans (CAHP)

1. Adapting to rapid policy changes mandated by the DHCS, DMHC, and Centers for Medicare & Medicaid Services (CMS)
2. Supervising and influencing staff with limited experience in managed care
3. Upholding varying policies and regulations affecting personnel administration and management activities within a strong labor union environment- including but not limited to, time-off scheduling, attendance, performance management, and recruitment/selection

Desirable Qualifications:

1. Master’s Degree in Business Administration or Health Services Management
2. Volunteer work with low-income populations
3. Training in Lean Principles or Six Sigma
4. Experience dealing with labor unions
5. Impeccable research skills
6. Strong understanding of IT systems in Managed Care organizations  
7. Worked the Medi-Cal, Worker Comp, Tricare and Medicare product lines
